1722 Repatriation Program - This program provides assistance for United States citizens returned from foreign countries and has been in effect since 1962.

1722.1 Eligible Persons - The individual must be a citizen of the United States or a dependent of a citizen. Such dependents include: spouses, parents, grandparents, unmarried minor children (as defined by State law), including adopted children and stepchildren, unmarried adult children who are dependent because they are handicapped, including adopted children and stepchildren, spouse's parents, spouse's grandparents, and minor siblings of the repatriate and spouse.

Such individuals must be without resources immediately available to meet their needs. Within 60 days of arrival, all persons who are 65 years of age or older, blind, or disabled must be referred to SSA for SSI benefits. Individuals are ineligible for repatriation funding upon receipt of SSI benefits.

For such individuals, a written statement must have been transmitted to the Department of Health and Human Services, by an authorized official of the Department of State containing information which identified him as having returned, or been brought, from a foreign country to the United States because of the destitution of the citizen of the United States, or the illness of such citizen or any of his dependents, or because of war, threat of war, invasion, or similar crisis. Such statement shall, if possible, incorporate or have attached hereto, all available pertinent information concerning the individual. In case of war, threat of war, invasion, or similar crisis, a determination by the Department of State that such a condition is the general cause for the return of citizens of the United States and their dependents from a particular foreign country, and evidence that an individual has returned, or been brought from such country to the United States shall be considered sufficient identification of the reason for his return to, or entry into the United States.

Recipients of this program are expected to repay assistance provided when possible. A sample repayment agreement is included in the Forms Section.

1722.2 Assistance to be Provided - Temporary assistance may be furnished only for 90 days from the day of arrival of the individual in the United States unless that individual is handicapped in obtaining self-support or self-care for such reasons of age, disability, or lack of vocational skills. In such cases, temporary assistance may be extended upon prior authorization of the Regional Office of the Family Support Administration for a maximum of 9 additional months.

Form SSA-2061 must be submitted to the EES Policy Section for approval by Regional and Central Offices of the Family Support Administration before payment is made.

Cash assistance is based on TANF standards as provided in 2220 and 7510.

1723 Safe at Home - The Safe at Home Program, enacted in Kansas in 2006 and administered by the Secretary of State's Office, is a confidential address program that benefits victims of domestic violence, sexual assault, stalking and/or human trafficking who have moved to a new location; unknown to their abuser. The program provides (1) a substitute address to be used by participants as their legal address when interacting with state and local agencies, and (2) a free mail forwarding service for first-class mail. Victims can register to vote, obtain a driver's license, etc., without fear that such public records will put them at risk of being located by their abuser .

Participants in this program will have to identify themselves to you and should present an authorization card with the Safe at Home mailing address, a contact phone number, the participant number, and an expiration date.
