Child Care Implementation Instructions for July 1, 2002 KEESM Revision No. 10

The July 1, 2002 manual revision is available online on the KEESM home page and the Summary of Changes (formerly State Commissioner's Letter) is available by clicking on the "SCL" button on the home page. The Child Care Provider Packets will not be issued to staff until sometime in late July or early August 2002. Staff may continue to use current enrollment packets until the new ones are printed or staff may choose to print packets from the KEESM web site.

KEESM 10036 - In-Home Child Care Enrollment and Monitoring Procedures - Refer to item 35 of the Summary of Changes. Beginning July 1, 2002, clients using In-Home child care will automatically be eligible to receive the maximum SRS rate for their county. Workers will no longer be required to collect a rate quote for In-Home situations. When entering a new In-Home case as a provider on KsCares, a rate should not be entered when completing PRRA. By not entering a rate, the system will assign the maximum rate applicable for that county. Leaving the rate zero rather than entering the current maximum reimbursement rate will also be helpful for any future rate adjustments, as the rate increase will be automatic. An example of the PRRA screen is shown below.

Changes to rates on existing child care plans will be implemented no later than the next review. If staff choose to adjust current cases prior to the next review, PRRA should be adjusted (current rates changed to zero) with the new effective date. The new rates corresponding with the effective date on PRRA will then be displayed on the CHCP screen and on a child care plan. Clients should be informed of the rate change and an updated child care plan should be sent. A printout will be provided to assist staff in identifying cases which may be impacted by this policy change. A current quarterly In-Home and Relative Child Care Providers with CC Plan = Y report will be modified to include rate data (if the rate is not currently 0) and plan hours information. This report will be sent during the first week of July.

KEESM 10270 - Payments for In-Home Child Care - Refer to item 36 of the Summary of Changes. Absent time will now be allowed for In-Home child care plans/payments. In the past, child care plans may have been authorized with an unusually low number of scheduled hours (usually 5 or 10) in order to avoid any absent time payment when keying actual hours from the time sheet. Beginning July 1, 2002, In-Home child care plans should be set up in accordance with KEESM 7620. As with other child care plans, EES staff shall establish a reasonable estimate of the hours needed for child care by determining with the parent the average number of hours needed for child care during a one-week period. If absent time is paid for a month due to this estimate, it should be allowed. Any changes to existing child care plans should be implemented no later than the next review. Staff may use the printout named above if they wish to adjust scheduled hours prior to the next review. Current plans with 5 or 10 hours will be displayed on the report. Clients should be informed of any changes to the scheduled hours on the plan.
