Aged off Child Care and Cash Assistance benefits can be reactivated in KEES.
Select Fiscal from the Global Navigation tab. The Issuance Search page displays.
Select Expungements and Aged Off from the Local Navigation. The Aged Off and Expungement Search page displays.
The user can Search By: Case, EBT Case, Control Number, or Status. After the Search criteria are selected, click the Search button. The search results display.
When the criteria have been selected for Display the Last and Display By, click the View button. The results display.
Click the Expungement or Aged Off ID hyperlink. The Aged Off and Expungement Detail page displays.
Click the Reactivate button. The Status changes to Pending Reactivation.
Click the Close button. The Aged Off and Expungement Search page displays.
The Reactivated Issuance hyperlink routes the user to the Issuance Detail screen for the issuance record of the reactivated benefit.
NOTE: The reactivated Aged Off benefit is picked up in the nightly issuance batch. The Category is updated to Reactivated Aged-Off Benefit on the Aged off and Expungement Detail page.
This business process flow shows the high level steps utilized to reactivate aged-off EBT benefits in KEES.
Unused benefits are removed or aged-off from the Consumer’s EBT card after a period of time. Unused Food Assistance benefits are removed after 12 months of inactivity and cannot be restored. Unused Child Care and/or Cash benefits are removed within 90 days from the date of issuance and can be reactivated at the consumer’s request if they are experiencing extenuating circumstances. The request must be made within 1 year from the original month of issuance.
The EBT vendor removes the benefits from EBT after 90 days and sends a file to KEES via the EBT Aged-Off Benefit Interface. This creates a record on the Aged Off and Expungement Detail page in KEES. Use prudent person judgement to determine if the consumer is experiencing extenuating circumstances and verify request is within 1 year from the original month of issuance.
Send an email to the EBT Unit. Include the Case Name, Case Number, Dollar Amount, and Benefit Month to be restored.
Validate the request amounts and months are correct with EES Policy Staff.
Reactivate the benefits from the Aged Off and Expungement Detail page using the Reactivate button.
Re-issues the benefit on the Consumer’s EBT card via the Nightly Issuance Batch.
Change the Status on the Issuance Detail page to ‘Reissued’.
Send notification to the consumer using the V808 and standard copy and paste text. See Restoration of EBT Benefits or Denial of Restoration for EBT Benefit Request for the text.
1.3 Identified Changes
Legacy system processes require field staff and the EBT Unit to take action on a case in order to reactivate a benefit. KEES only requires the EBT Unit to take action on a case in order to reactivate a benefit.
The EBT Aged-Off Benefit Interface is also used by the KEES expunged benefits process to apply expunged benefits to recovery accounts with existing balances. This replaces the legacy system process that utilizes a SAR report. See Repayment of Recovery Accounts from Expunged Benefits for more information.
1.4 Key Process Consideration
The EBT Vendor is responsible for monitoring the Cash, Child Care, and Food Assistance benefits to determine the amount of time that has passed since the last time a benefit was used and send this information to KEES via the EBT Aged-Off Benefit Interface.
Once aged-off benefits are reactivated, the time-clock for aging-off is re-set so that another three months of benefit usage inactivity must pass before the benefit ages-off again.
