7500 - Determination of Financial Eligibility

 

Need is a factor of eligibility in all categories of assistance and shall be determined through the application of standards by use of the budgetary method.

 

Need requirements and countable income shall be documented in the KAECSES System, KsCares System, or on the appropriate budget form.

 

7510 Financial Eligibility Specific to Cash Programs - Financial eligibility exists if countable income and resources do not exceed the established limits. See 5100 and 6000. There are no gross income or resource limits for persons receiving the Work Incentive payment.

 

7520 Financial Eligibility Specific to the Food Assistance Program - Financial eligibility exists if countable income and resources do not exceed the established limits. There are two incomes tests for households without an elderly or disabled member (see Appendix for definitions), the gross and net income test. For households with at least one elderly or disabled member, the gross income limits are not applicable. Income and resource standards are applied uniformly to all applicants for program benefits. See 5100 and 6000.

 

 7530 Financial Eligibility Specific to Medical Programs -

 

7531 Financial Eligibility in the QMB, LMB, Medicare D Subsidy, QWD, and Working Healthy Program - Financial eligibility exists if countable income does not exceed the allowable poverty level standards and resources do not exceed program limits, where applicable. A person cannot spenddown to obtain eligibility under any of these programs.
