CHIP - Prior Medical

 

When approving a Deemed CHIP Newborn or when an application is filed for a newborn within 31 days of the date of birth and the newborn is determined eligible for CHIP, coverage is backdated to the date of birth.

EDBC Rules correctly set this start date. The instructions are as follows:

  1. EDBC is run in the application month for the newborn.

  2. If the newborn is a Deemed CHIP Newborn -or- the application date is within 31 days of the date of birth, KEES displays a warning message when the Accept button is clicked on the EDBC Summary page that says, “CHIP Start Date is before the Application Date. Add a MAGI Requested Medical Type Retro Month record and run EDBC.”

NOTE: The purpose of this message is to alert the worker that they should go back and add a retro month for the month of the baby’s birth and determine eligibility in that month. When EDBC is run in the month of birth, KEES correctly sets the CHIP Start Date to the baby’s date of birth.

If this is not done, and the EDBC is accepted, then CHIP eligibility WILL NOT backdate to the newborn’s date of birth even though the CHIP Start Date displays the newborn’s date of birth. Instead, eligibility starts on the first day of the month of application.

  1. Click the Cancel button to back out of the EDBC.

  2. Navigate to the Case Summary page.

  3. Click the View Details button in the Medical Programs block.

  4. Click the Edit button to make the Medical Program Detail page editable.

  5. Click the Edit button for the newborn in the Program Persons block.

  6. Add the appropriate prior medical months and click the Save and Return button. The Medical Program Detail page displays.

  7. Click the Save and Return button.

  8. Click Run EDBC from Task Navigation. The Run EDBC page displays.

  9. Select the first prior medical month from the drop-down menu and click the Select button.

  10. Select the check box for the Medical Program EDBC is being run for, and then click the Run EDBC button. The EDBC List page displays.

  11. Click the hyperlink for the Medical Program. The Medicaid EDBC Summary page displays.

  12. Verify that the CHIP Start Date matches the newborn’s date of birth.

  13. Click the Accept button. The EDBC List page displays.

  14. Click the Save and Continue button.

  15. Continue running EDBC in sequential order for all other prior medical months, application month through the come-up month in EDBC.
