4113 Cash Excluded Members - Certain persons in the mandatory filing unit, however, shall be excluded from the assistance plan because they are not eligible, such as those listed below.

Persons who are in the custody of the state whose needs are met through foster care payments. Although the person receiving foster care payments is excluded, the person, if in the home, is to remain a part of the mandatory filing unit in which case the person's income and resources would be considered in determining eligibility for others in the plan. Note that foster care payments are exempt per 6410.
