3340 Employment and Training (E&T) Activities - The Employment Services activities that are being used for TANF have been defined differently for E&T to fit USDA Food Assistance E&T component definitions.  These activities provide valuable services to clients.  These activity designations are used to help Employment Services staff monitor caseload activity.

 

3340.1  Assessment for E&T - This activity corresponds to the USDA Activity of Assessment & Case Management.  It should be used to track hours for a client participating in the assessment process and for ongoing case management hours.  Initial assessments (Self Assessment, ONet*, etc.) should be completed in a face-to-face meeting with the career navigator.  After initial assessment, this activity should remain open for one hour as long as the client is receiving case management.

3340.2  Early Head Start for E&T -  This activity corresponds to the USDA Activity of English Language Acquisition (EPEL).  It should be used to track hours for regular attendance in an ESL class.

3340.3  Education Directly Related to Employment for E&T -  This activity corresponds to the USDA Activity of On-the-Job Training (WBLOJT).  It should be used to track hours for clients participating in the Workforce Area One Youth OJT Pilot Project.

 

Documentation requirement: Monthly. Due by the 6th of the following month.

 

3340.4  Job Search/Job Readiness for E&T -  This activity corresponds to the USDA Activity of Supervised Job Search (SJS).  Clients must complete an ONet* assessment prior to being placed in this activity.  Job Search is the act of seeking or obtaining employment.  This activity should be used to track hours for clients participating in individual or group Supervised Job Search.  This includes refugee and veteran employment programs.  All Job Search must be supervised.  Job Search and Job Search Training may only be used for 19 or fewer hours per week to meet ABAWD requirements.

 

Supervision Requirement: Daily supervision means daily oversight of the client’s participation, not necessarily daily in-person contact.

 

Documentation requirement: Monthly. Due by the 6th of the following month.

 

3340.5  Job Skills Training for E&T -  This activity corresponds to the USDA Activity of Job Search Training.  It should be used to track hours for clients participating in training to help improve job search skills.  This includes resume classes and interviewing training Examples of classes/trainings which meet the criteria are the Skills to Succeed online program through Goodwill and the resume prep/interviewing classes through the Workforce Center.

 

Documentation requirement: Monthly. Due by the 6th of the following month.

 

3340.6  Mentoring for E&T -  This activity corresponds to the USDA Activity of Retention.  Retention services are limited to 90 days after employment begins.  It can only be used if the client has obtained employment or a promotion after the assessment has been completed and the client has already participated in another E&T activity.

 

3340.7  Refugee Employment Services for E&T -  This activity is not a USDA Activity and is used for tracking purposes only.  The client must be participating in another activity.

 

3340.8  Satisfactory Attendance at a Secondary School or in a GED Program for E&T -  This activity corresponds to the USDA Activity of Basic/Foundational Skills Instruction (EPB).  It should be used to track hours for clients participating in regular attendance at a Secondary School or in a course of study leading to a high school diploma or a certificate of General Equivalence (GED).

 

Documentation requirement: Monthly. Due by the 6th of the following month.

 

3340.9 Subsidized Private Employment for E&T -  This activity corresponds to the USDA Activity of Transitional Jobs Subsidized by E&T (WBLTJ-SUB).  It should be used to track hours for clients participating in the New Beginnings Subsidized Employment Program in Hutchinson.

 

Documentation requirement: Monthly. Due by the 6th of the following month.

 

3340.10 Supervised Community Service for E&T -  This activity is not a USDA Activity.  It is used to track In-Kind or Volunteer Work and can be counted towards the 30 hour participation requirement.

3340.11 Unsubsidized Employment for E&T -  This activity is not a USDA Activity.  It is used to track Full or Part-time Employment (including self-employment) and can be counted towards the 30 hour participation requirement.

 

3340.12 Vocational Educationfor E&T -  This activity corresponds to the USDA Activity of Career/Technical Education Programs (EPC).  It should be used to track hours for clients participating in an organized educational program that is directly related to the client’s preparation for current or emerging jobs.  This includes training or education to provide a client with the ability to obtain, advance, or adapt to employment.

 

Documentation requirement: Monthly. Due by the 6th of the following month.

 

3340.13 Workforce Investment Opportunity Act (WIOA) for E&T -  This activity corresponds to the USDA Activity of Education Program Details Other (EPO).  It should be used to track hours for clients participating in WorkReady Certificate Preparation and Testing.

 

Documentation requirement: Monthly. Due by the 6th of the following month.

 

3340.14 Work Experience for E&T -  This activity corresponds to the USDA Activity of Work Experience: Apprenticeship (WBLA).  It should be used to track hours for clients participating in the Apprenticeship Program through the Workforce Center.
