1513 Availability of Benefits - Cash, food assistance and child care benefits are available electronically via the Kansas Benefits Card as follows:

 

1513.1 Cash and Child Care Benefits
 

  1. Monthly - Regular monthly, "MO", benefits will be available at 6:00 a.m. on the first day of the month. Cash and child care benefits will be available on this date regardless of which day of the week it falls. Availability does not change due to weekends or holidays.

    Cash Example:
    TANF benefits are authorized on AFPD for November '03 on October 11, 2003, with an issuance indicator of "MO." The benefits would be available to the client at 6:00 A.M. on November 1, 2003.

    Child Care Example:
    CC benefits are authorized on CHCP for November ‘05 on October 11, 2005. The benefits would be available to the client at 6:00 A.M. on November 1, 2005.
     
  2. Daily - If a cash benefit has an issuance indicator of "DA" (daily), the benefits will be available to the client the following day at 6:00 a.m. or a future month, an issuance indicator of "DA" will be available to the client on the day after the first work day of that month. (This is only applicable during the few days at the end of the month between the monthly run and the first day of the next month.)

    If a child care benefit is authorized through CHCP for the current or past month, the benefits will be available to the client the following day at 6:00 a.m. This may also apply to a future benefit month if the authorization on CHCP is during the few days at the end of the month between the monthly run and the first day of the next month.


    Cash Example:
    TANF benefits are authorized on AFPD for November on October 29 with an issuance indicator of "DA." The benefits would be available to the client at 6:00A.M. on the first work day in November.

    Child Care Example:
    CC Benefits are authorized on CHCP for September, October and November on October 29 The benefits for September and October would be available to the client at 6:00 A.M. on October 30. The benefit for November will be available 6:00 a.m. on November 1.
     

    1. Immediate (Not Applicable to Child Care): Cash benefits can be available immediately by the worker accessing and processing Field Immediate Issuance (FIIS) Screen. Staff should only use this screen when there is an immediate need for cash and the client already has a Kansas Benefits Card or is in the office so an initial card can be issued. Immediate issuance is not limited to initial benefits. See NOTE that follows:
       
      • To process same day cash benefits, the worker must process the FIIS screen after approving the benefits on **PD. (FIIS must be processed the same day the case is approved or the benefits will go overnight in the batch process.) Pressing enter on the FIIS screen will immediately transmit necessary client and/or benefit information to eFunds. If the transmission is successful, the screen will display the message " Issuance Authorized." The Kansas Benefits Card can then be issued to the client.
         
      • If the transmission is unsuccessful, the message displays " Connection Unavailable, try again later". When this message is received the worker must either process FIIS later the same day, or let the benefit record go over in the batch process and be available to the client the following day at 6:00 A.M.
         
      • NOTE: A system edit does not allow the immediate issuance of cash benefits for less than $10 except if the net benefit is less than $10 because of a recoupment. This is only an FIIS system edit for immediate issuance. The policy of when clients receive benefits that are less than $10 has not changed and these benefits continue to transmit to eFunds via the batch process.

     

1513.2 Food Assistance Benefits
 

  1. Monthly - Regular monthly "MO" food assistance benefits will be available by 6:00 a.m. based on the first letter of the client's last name as follows:
A - B on the 1st M on the 6th
C - D on the 2nd N - R on the 7th
E - G on the 3rd S on the 8th
H - J on the 4th T - V on the 9th
K - L on the 5th W - Z on the 10th

Food assistance benefits will be available on these days regardless of which day of the week they fall. Availability does not change due to weekends or holidays.

NOTE:
Monthly issuance under EBT will be done in one process the second work day before the end of the month. This means that once the monthly benefits are paid, any additional benefits for the issuance month will be supplemental.

  1. Daily - Benefits authorized for the current month or a past month with an issuance indicator of "DA" (daily) are available to the client by 6:00 A.M. the day following the authorization. Benefits authorized for a future month with an issuance indicator of "DA" are available to the client by 6:00 A.M. on the day after the first work day of the month. (This will only occur when future month benefits are authorized on the last work day of the month after the monthly issuance has been transmitted and before the first day of the next month.)
     
  2. Expedited - If a food assistance benefit is expedited and the Food Stamp Immediate Issuance Screen (FSII) is processed by the worker, benefits are immediately available to the client. The process should only be utilized when needed to meet the expedited time frame. See NOTE that follows.

    To process same day expedited food assistance benefits, the worker must process the FSII screen after approving the benefits on FSAD. (FSII has to be processed the same day the case is approved or the benefits will go over night in the batch process.) Pressing enter on the FSII screen will immediately transmit necessary client and/or benefit information to eFunds. If the transmission is successful, the worker will receive a return message of " Issuance Authorized." If the transmission is unsuccessful, a return message of " Connection Unavailable, try again later" will be received. If this message is received the worker will have to process FSII again later the same day, or let the benefit record go over in the batch process and be available to the client the following day at 6:00 a.m. 

NOTE: In addition to immediate availability of expedited benefits, any food assistance benefit type (initial, regular, supplemental and restored) issued via FSII will go to eFunds immediately and be available to the client immediately. Use of FSII for other than expedited benefits should be limited to emergency situations.

1513.3 Replacement of Lost or Stolen Benefits - Benefits which have been withdrawn from an EBT account shall not be replaced unless the agency erroneously credited benefits to the wrong account. See the EBT System Guide in the Appendix for EBT procedures regarding replacement of lost or stolen Kansas Benefits Cards and other benefit access problems.
 

Lost, stolen, or forged warrants may only be replaced pursuant to the procedures set forth in the General Services Manual.
 

No provision is available for replacement of lost or stolen money or food. See Item (14) in the EBT System Guide in the Appendix for provisions regarding replacement of food (purchased with food assistance benefits) destroyed in a disaster.
 

1513.4 Moving/Travel Out-of-State - Refer to the EBT System Guide, Appendix Item V-1, Number 10.
 

1513.5 Procedures for Canceling EBT Benefits - If benefits have been issued in error, they may be cancelled on the EBT system. Only full benefits can be cancelled on EBT. Alternative methods of resolution may be appropriate in lieu of requesting a cancellation (e.g., claims).
 

EBT benefits can only be cancelled by EES Administration staff (EBT Unit or Business Help Desk). For reconciliation purposes, Help Desk staff will need to contact the EBT Unit when food assistance benefits are cancelled by Help Desk.
