10040 Role of EES Administration Staff and Responsibilities for the Administration of the Child Care Program

 

  1. Collect and analyze statewide provider private sector rates every three years for determination of maximum DCF rates.
     

  2. Collect statistical data related to the needs of children, providers, families, and staff.
     

  3. Coordinate services with other State Agency staff, private and non-profit organizations, Head Start, Public Schools, employers, and local, city, county and federal entities.


  4. Respond to DCF Regional staff questions, problems or issues.

 

 

10050 Role of Local Health Department

 

  1. Provide copies of all regulations, licensing laws, application and reporting forms needed by an applicant or licensee.
     

  2. Receive and process applications.
     

  3. Conduct on-site visit(s) to licensed homes as required by KDHE to determine compliance with licensing laws and regulations.NOTE: When a local child care facility surveyor is not available, the on-site visits are made by Central Office KDHE Program Administrators.


  4. Consultation or an on-site visit with the DCF staff may be requested when deemed appropriate as a result of a complaint or special needs of an observed child or provider.
     

  5. Investigate all complaints received related to noncompliance with regulations.
     

  6. Refer providers interested in providing child care for eligible children and parents interested in obtaining a child care subsidy to the local DCF office.
     

  7. Request EES staff to participate in orientation sessions for providers, if held, for the purpose of providing information to new applicants on requirements for enrollment for payment through the child care subsidy program.
     

  8. Provide consultation and information as requested when DCF is involved in an investigation of a child care facility or is developing and/or monitoring provider enrollment of a facility.
     

  9. Approve or disapprove requests for exceptions.

 

10060 Role of Kansas State Department of Health and Environment (KDHE) in Administration of the Child Care Program

 

  1. Provide copies of the Licensing Law and Regulations to interested persons, applicants, providers, licensing surveyors, local DCF staff and EES Administration DCF Child Care Program staff for distribution as requested.
     

  2. Review, process and issue a license to approved applicants.
     

  3. Forward copies of information and correspondence relevant to the status of the provider's application or current license to local DCF staff with a copy to the EES Administration Child Care and Early Childhood Development Unit. This includes any notice of enforcement action by KDHE. There is an electronic link on system between KDHE and the DCF system. When developing a child care plan, this information is available for DCF staff to evaluate. See 10100 for further information regarding KDHE approval procedures and enforcement actions.
     

  4. Request consultation from EES Administration DCF Child Care Program staff as needed.
     

  5. Review and approve all provider and children's health assessments, staff training records, center program director's credentials and center plans for construction and/or remodeling.
     

  6. Obtain KBI criminal records and central registry checks on applicants and all employees or any individual over the age of 10 residing, substituting, working or volunteering in a child care home or facility.
     

  7. Initiate legal action to terminate a provider's license as a result of validated abuse and/or neglect, noncompliance with regulations or Kansas Licensing Law.
     

  8. Approve or disapprove requests for exceptions.
