10300 CONCERNS RELATED TO A CHILD CARE PROVIDER OR FACILITY

 

10310 Investigations Of Reports Related to a Child Care Provider or Facility - "See Policy Memo # 01-03-03 re: "Child Care Provider Agreement Denial or Termination".

 

PPS staff have the responsibility of investigating any abuse/neglect allegations. Refer to Prevention and Protection Services Policy and Procedure manual concerning reports of suspected child abuse in child care facilities and/or homes.


10320 Critical Incident Notification Procedure - When staff become aware of a child care critical incident (non-abuse neglect) involving a child care provider or facility, the following procedure will be used:


The Regional Director (or designee) notifies the EES Director (or designee), coordinates the gathering of specific information and summary of the case and provides to the DCF Critical Incident Team, using the “Critical Incidents” email address from Outlook’s global address book, as soon as possible, and no later than the next business day. Information sent to the DCF Critical Incident Team shall include:

 

  1. Type of incident (significant event, potential or current media involvement or legislative concern).

  2. Status of child(ren) in care and alternate care arrangements.  List steps taken to assist parents.

  3. Provider status with KDHE – emergency suspension issued or legal action initiated.

  4. DCF provider agreement – does DCF have a current agreement?  If so, number and age of children being served.  Does DCF plan to terminate the agreement?

  5. Status of law enforcement involvement, as applicable.

  6. Follow up action if needed.

 

Once information has been received regarding the critical incident, a review will be completed via teleconference or in person. The call is coordinated by the Regional Director or the Regional Director’s designee. The Regional Director or designee, EES Director or their designee shall participate and members of the DCF Critical Incident Team may also participate. As necessary the case file may be reviewed by the EES Director or designee.

 

Updates on critical incidents will be communicated to the Secretary; ISD Deputy Secretary; Special Assistant; EES Director; Legal; and Director of Communications as needed or requested.
