11116 Issuing Underpayments - The following methods shall be used to restore benefits to households:

 

11116.1 Lump Sum - Regardless of whether a household is currently eligible, the worker shall restore benefits for a household by issuing an amount equal to the amount of benefits that were lost after any applicable offsetting has occurred. The amount restored shall be issued in addition to the benefit currently eligible households are entitled to receive.

 

11116.2 Monthly Installment Method - Reasonable requests by households or determination made by agency staff to restore benefits in monthly installments shall be honored if, for example, the amount to be restored is more than the household can use in a reasonable period of time and the benefits will get aged-off the EBT system before they can be used.

 

11116.3 Changes in Household Composition - Whenever benefits are due a household and the household's membership has changed, benefits shall be restored to the household containing a majority of the individuals who were household members at the time the loss occurred. If the worker cannot locate or determine the household which contains a majority of household members, benefits shall be restored to the household containing the head of the household at the time the loss occurred.

 

11116.4 Issuing Underpayments on a Closed Case - Cash, Food Assistance and Child Care underpayments can still be authorized on the system for a closed case and issued via the Kansas Benefits Card. An extra step will be needed to contact the client and make sure they still have their card and PIN, and if not, a new card must be issued for the client to access the benefits.
