Summary of Changes for Kansas Economic and Employment Services Manual (KEESM) Revision No. 102 effective April 1, 2021

OVERVIEW OF CHANGES

A brief overview of the major changes is described below. Other clarifications and technical corrections are also included and described in the next section. Additional technical corrections not mentioned here are being incorporated in KEESM as needed.

Child Care - New poverty-level guidelines have been published by the Department of Health and Human Services. These guidelines affect the eligibility standards in the Child Care program.  State Median Income figures are also being adjusted. A change is also being made to allow exceptions to the maximum enrollment fees that may be paid for children in foster care. 

Food Assistance - This revision incorporates change information that becomes known to the agency that is considered unclear. Information added on how to handle change information that is unclear or insufficient that is reported within 60 days of the current month of participating or that is older than 60 days of the current month of participation.

DESCRIPTION, PURPOSE, AND DETAILS OF POLICY CHANGE

  1. Child Care

    1. Changes

      1. How to Apply – KEESM 1411.1 is being modified to allow Foster Care Child Care cases that have been open within the last 12 months to be reinstated with a new 12 month eligibility period, with no new application required.

      2. Reinstatement of Assistance – KEESM 1423 is being modified to allow Foster Care Child Care cases that have been open within the last 12 months to be reinstated with a request received via email or phone call. A new 12 month eligibility period may be established for these cases.

      3. Mandatory Members of HH – KEESM 4420 is being modified to indicate that for Foster Care Child Care, only the adults in the household and the foster children needing care are included on the case.

    2. Clarifications

      1. Income Eligible (Non-TANF) Child Care - KEESM 2835, item 4 is being corrected regarding the work requirements for self-employed post-secondary students based on 12-month eligibility policies that were effective 10-1-18.

  2. Employment Services

    1. Changes

      1. Vehicle Purchase - KEESM 3411.2 is being updated to show that A vehicle purchased directly by the state of Kansas for a client is not exempt from Kansas sales tax(es).

    2. Clarifications

      1. Referral/Turnaround form for Substance Abuse Treatment – KEESM 2260.10, being updated regarding the successful completion of substance treatment as defined by the contractor and skills-based training as defined by DCF, to further align with current policies.
