Summary of Changes for Kansas Economic and Employment Services Manual (KEESM) Revision No. 124 effective February 1, 2026

OVERVIEW OF CHANGES

A brief overview of the major changes is described below. Other clarifications and technical corrections are also included and described in the next section. Additional technical corrections not mentioned here are being incorporated into KEESM, as needed.

All Programs - The Work Number (TALX) will no longer be available to use as a source of income verification effective January 31, 2026. All references to The Work Number will be removed.

 

DESCRIPTION, PURPOSE, AND DETAILS OF POLICY CHANGE

    1. Changes

      1. Mandatory Verification That Affects Eligibility for Program Benefits – KEESM 1322.1 is being modified to remove Work Number (TALX) as a source to verify income.

      2. Information/Verification – KEESM 9333 is being modified to remove Work Number (TALX) as a source to verify income.


    2. Clarifications

      None


  2. Food Assistance
    1. Changes

      1. Interim Report and 12-Month Report Form – KEESM 9122.6 is being modified to remove Work Number (TALX) as a source to verify income.

      2. Mandatory Verification that Affects the Amount of Program Benefits – The list of information requiring verification to be allowed as a deduction in KEESM 1322.2 has been updated to include shelter expenses.

      3. Interim Report and 12 Month Report Form – KEESM 9122.3 (1)(b)(iii), 9122.3(1)(c)(vii), and 9122.3(2)(d)(v) were updated to reflect that shelter expense changes must be verified.

      4. Verification at the Time a Change is Reported – KEESM 9121.2 has been updated to reflect that shelter expenses must be verified.

    2. Clarifications

      1. Responsibility to Supply Information – Language has been added to KEESM 1212.2 to clarify that documents received by fax or email outside of normal business hours shall be considered received the following business day.

      2. Verification of Questionable Information – KEESM 1322.3 (6) was updated to include the homeless shelter expense in the list of information requiring verification if questionable.

      3. Open Cases Being Transferred – A reference to the verification provisions of KEESM 1322.2(1) was added to KEESM 9220.

    1. Changes

      1. Verification – KEESM 12310 is being modified to removed Work Number (TALX) as a source of administrative data.

    2. Clarifications

      None


Appendix

V-1, EBT System Guide, has been updated.

T-10, Food Assistance Shelter Changes Chart, has been updated to reflect changes to shelter expense verification policy.

All Programs

ES-3145, ES-3146, ES-3147, ES-3148, ES-4104, ES-4104.1, ES-4105, ES-4105.1 have been removed.

 

EFFECTIVE DATE

All policies in this revision are effective February 1, 2026.
