OVERVIEW OF CHANGES

A brief overview of the major changes are described below. Other clarifications and technical corrections are also included and described in the next section.

The Emergency Food Assistance Program (TEFAP)

This revises the Kansas Commodity Distribution Manual (KCDM) to incorporate new language regarding the IRS private vehicle mileage rate and the Federal Fiscal Poverty Income Guidelines.

DESCRIPTION, PURPOSE, AND DETAILS OF POLICY CHANGE

  1. The Emergency Food Assistance Program (TEFAP)

    1. CHANGES

      1. Section 2303 and Exhibit E, Declaratory Statement/Inventory Control are being revised to remove the federal poverty levels from the form and manual language. This will eliminate the need for annual manual changes when federal poverty levels change. Organizations will be notified by email when changes occur effective July 1 respectively.

      2. Section 6301 (3) and Exhibit K, TEFAP Request for Reimbursement is being revised to remove the IRS private vehicle mileage reimbursement rate from the form and manual language. This will eliminate the need for annual manual changes when the rate is adjusted by the IRS. Organizations will be notified by email when changes occur to the mileage reimbursement rate.

FORMS

  1. Exhibit E, Declaratory Statement/Inventory Control – Updated to remove the Federal Poverty level income guidelines.

  2. Exhibit K, TEFAP Request for Reimbursement – Updated to remove the mileage reimbursement rate.

EFFECTIVE DATE All policies in this revision are effective July 1, 2010. Additional information is being included in the Implementation Memo.

EFFECT ON LOCAL STAFF

  1. SRS offices will communicate the manual changes to participating organizations.

  2. TEFAP participating organizations will communicate the manual changes to their staff and to sub-distributing organizations as well as update program manuals. At notification of new federal poverty income guidelines, organizations will need to update the new blank Exhibit E with the new federal poverty income guidelines as they become effective. At notification of new IRS private vehicle mileage reimbursement rate, participating organizations may choose to include the new rate on the blank Exhibit K TEFAP Request for Reimbursement form.

NOTE: Since community organizations and volunteers are the primary users of this manual, the changes will continue to be available in both paper and on the web site.
