Policy requires KANSASWORKS registration and at least one module of KeyTrain (henceforth referred to as KWK) be completed prior to eligibility for TANF. KEESM 2251 provides guidance on which adults in a TANF household are required to complete KWK before TANF eligibility is determined.

All adults applying for TANF are required to complete KWK including those who have been disqualified for or denied TANF due to non-cooperation, drug testing requirements or fraud. Adults who are not otherwise eligible for TANF such as ineligible aliens, relative/non-relative caretakers and adults receiving SSI/SSDI do not have to complete the KWK process. During the application processing period, applicants must complete at least one module of the KeyTrain assessment to be considered eligible for TANF benefits, unless good cause for being exempt is determined.

Exemption reasons have been expanded to include: Has completed the KWK process within the last 12 months.

Examples:

1. Ellen applies for TANF for herself and child. Ellen has been found guilty of fraud in the Child Care program and is not eligible for assistance for herself. As a condition of TANF eligibility, Ellen is required to complete KWK. If she fails to complete KWK, the entire household is ineligible for assistance.
   
   
2. Tom’s case closed 2 months ago because he didn't want to submit to drug testing and requested his case be closed. His last KWK was over 12 months ago. He reapplies for TANF. Even though Tom is ineligible for TANF for himself (he is ineligible for 6 months due to the failure to test), his child may be eligible for TANF. Tom is required to complete KWK. If Tom does not complete KWK, the entire household is ineligible for assistance.
   
   
3. Katina applies for TANF for herself and her child. Katina is an ineligible alien. Katina does not need to complete KWK as she is not eligible for TANF for herself.
