3320 Secondary Employment Services Activities for TANF & GOALS- In order to meet federal work participation requirements, households need to meet at least 30 hours of participation per week, at least 20 hours of which need to be primary and 10 hours may be secondary activities. The following activities meet the federal definition of secondary work participation.

 

3320.1 Job Skills Training  (TANF only)  - Training or education for job skills required by an employer to provide an individual with the ability to obtain employment or to advance or adapt to the changing demands of the workplace.

 

The following may be considered Job Skills Training:

 

 

Supervision Requirement: Daily supervision which means daily oversight of the client’s participation, not necessarily daily in-person contact.

 

Documentation Requirement: Every 2 weeks

3320.2 Education Directly Related to Employment  (TANF only)  -
Education related to a specific occupation, job, or job offer.

 

The following may be considered Education Directly Related to Employment:

 

 

NOTE: Teen parents who are 18 or 19 without a high school diploma or GED will meet the federal work participation requirement if the teen is participating in ABE or ESL for a minimum of 20 hours per week.

 

Supervision Requirement: Daily supervision which means daily oversight of the client’s participation, not necessarily daily in-person contact.

 

Documentation Requirement: Every 2 weeks

 

3320.3 Satisfactory Attendance at Secondary School or in a GED Program - Regular attendance, in accordance with the requirements of the secondary school or course of study, at a secondary school or in a course of study leading to a certificate of general equivalence, in the case of a recipient who has not completed secondary school or received such a certificate.

NOTE: All TANF teen parents under age 20 without a high school diploma or GED meet the federal work participation requirement if the teen is satisfactorily participating in high school or a GED program. The hours of satisfactory attendance in a GED program is the equivalent of the hours offered by the local GED program unless the client has other limiting factors that hinder participation.
