7340 Eligibility Period for Child Care Assistance - Eligibility is prorated based on date of application, provider start date or need start date at initial eligibility determination, otherwise plans should begin on the first day of the month and shall be written for 12 full months of benefits (See KEESM 7610 for information on the duration of child care plans). Need is determined on a calendar month basis. Where there is eligibility for any portion of a month, eligibility exists for the entire month. Eligibility and plan hours shall be determined based on factors as determined prospectively for the benefit month. See KEESM 7640 for circumstances in which cases may close prior to the end of a 12-month eligibility period.

Child care eligibility reviews shall be completed at the end of the Guaranteed Eligibility period and, therefore, no more frequently than every 12 months. For child care review periods, if no child care plan is written for the month of application (i.e., family share exceeds cost of care), the first month of the review period shall be the first full month a plan is written.
