Summary of Changes for Kansas Economic and Employment Services Manual (KEESM) Revision No. 63 effective January 1, 2014.

OVERVIEW OF CHANGES

A brief overview of the major changes is described below. Other clarifications and technical corrections are also included and described in the next section. Additional technical corrections not mentioned here are being incorporated in KEESM as needed.

Child Care Providers – Information is being added regarding regulated and unregulated providers. Drop-in care is being added as a type for regulated facilities. Both regulated and non-regulated facilities will require renewal every 3 years.

Food Assistance Instruction is being added to remove the eDRS record for disqualifications that have been reversed.

DESCRIPTION, PURPOSE, AND DETAILS OF POLICY CHANGE

  1. Child Care Providers

    1. Changes

      1. Requirements to Approve Regulated and Unregulated Providers – Drop-in care is being added as a provider type to 10032. Sections 10032 and 10033 are being changed to require renewal every 3 years for regulated and unregulated facilities.

      2. Violations of Provider Agreement – Item 3 in 10037 is being changed to a note with purchasing replaced by agreement to reflect correct agency terminology.

      3. Actions Which Warrant Termination or Denial of Provider Enrollment – Section 10037.1 is being reformatted with two sub-items, which are divided into additional sub-items. The information is the same as the current KEESM, except for the removal of regional policy dictating the period a provider will not be allowed to be enrolled.

    1. Changes

      1. Reversed Disqualifications – A sentence is being added to section 11290 to indicate that when a disqualification has been reversed the record is to be removed from eDRS, if it was entered.

        1. KANSASWORKS/WorkKeys (KWK) – Clarification is being made to KEESM 2251 for the purpose of defining TANF applicant eligibility requirements. TANF eligibility requires all applicants who will be mandatory work program participants to complete the KansasWorks and KeyTrain (KWK) assignments unless they meet good cause. There will be very few adults who do not meet the good cause exclusions and need to be considered outside those listed in 2251. These exceptions need to be cleared with the Regional Program Administrator on a case by case basis. Mandatory work program participants include all MFU adult members who do not meet an exclusion defined in KEESM 3210

        2. Training Authorization Guidelines – KEESM 3300.2 (2) is being modified with the correct link to the High Demand Occupations site. Instructions to access the appropriate occupations excel files have also been streamlined.

FORMS

ES-3100AP, Additional Persons – This document is being numbered at the request of DCF staff. It was developed and made available earlier as a way to add more members to the case when an application is submitted.

APPENDIX

P-15, Application Signature Request – This document has been developed to request the signature when the application is received but is not signed. It was linked to KEESM Appendix in November 2013.

X-8, ICT Checklist – This item has been modified to complement the current transfer process and is completable as a form in Word. It was linked to KEESM Appendix in November 2013. It has been reformatted since it was originally posted, but the content has not been changed.

EFFECTIVE DATE

The policy in this revision is effective for all benefits issued on or after January 1, 2014.
