Re:	Summary of Changes for Kansas Economic and Employment Services Manual (KEESM) Revision No. 92 effective April. 01, 2019

OVERVIEW OF CHANGES

A brief overview of the major changes is described below. Other clarifications and technical corrections are also included and described in the next section. Additional technical corrections not mentioned here are being incorporated in KEESM as needed.

Child Care – New poverty-level guidelines have been published by the Department of Health and Human Services. These guidelines affect the eligibility standards in the Child Care program.

      1. Exempt Personal Property - KEESM 5430 (17) is being revised to align Child Care policy with Food Assistance in exempting  pension plans. This is current policy but is being added to correct KEESM. None

      1. Domestic Violence/Sexual Assault – Text indicating the timing of this placement is at the discretion of the DV/SA advocate is being removed from 3330.9.
         
         
      2. Failure to Meet Work Related Requirements – Clarifications are being made to assure work penalties are being applied appropriately and are approved by the Employment Services Program Administrator or the Assistant Program Administrator.
         
         KEESM 3500 is being updated with this information.
         
         The Work Programs Penalty Checklist for Administrative Review is being updated to reflect the requirements before a penalty can be imposed. It is being added to KEESM Appendix as item E-5.

      1. Child in Family – Policy is being changed to reflect client statement of school enrollment for a child age 7 through 17 is acceptable verification. Verification of school enrollment for a child who is 18 is required to determine continued eligibility for that child.
         
         KEESM 2210 is being updated with this information.
         
         KEES continues to require information be entered on school enrollment. Therefore, at all applications and reviews, the grade of student is to be entered on the school attendance page.

Employment Services

ES-4310A, Need For Care Adult Medical Documentation. The ES-4310 is being separated into 2 forms. The ES-4310A is to provide clarification for the care requirements for a disabled adult.

ES-4310C, Need For Care Child Medical Documentation. The ES-4310 is being separated into 2 forms. The ES-4310C is to provide clarification for the care requirements for a disabled child.

ES-4415, DV/SA Monthly Progress Report for DCF. This form is being updated to show correct names and titles to align with current practice.

ES-4416, DV/SA Referral Form. This form is being updated to show correct names and titles to align with current practice and a line is being included to show the clients next appointment date, time, and location.

Child Care

F-1, Monthly Family Income and Family Share Deduction Schedule, is being updated with the information related to the new poverty-level guidelines.

W-11, Over 85% SMI Worksheet, is being updated with the information related to the new poverty-level guidelines.
