The form, V008 – General Correspondence is designed to allow editing to the address block when needed. Currently there is a defect with the address block not holding the entered data once Save and Print is selected. Please review all correspondence sent; and immediately report any issues you discover with these occurrences to the KEES Help Desk.
Below are some general guidelines to keep in mind when reviewing Reasonable Compatibility results in KEES.
A RCD will only generate when Family Medical Income Records are used. E&D Income Records can be used to make a Verifications call, but no RCD will generate.
If both the KDOL and TALX Interfaces errored during the Verifications call, RCD will fail. Please submit a KEES Help Desk ticket when this occurs. See below for how to tell if one of the Interfaces errored/failed.
If both the KDOL and TALX Interface calls are successful, KEES may still be able to pass RCD even if ‘No Useable Data’ is returned by both Interfaces. If the consumer has a $0 KEES Earned Income Record -or- there is a No Income Reported record for the consumer, then it can be assumed that there is $0 in income and RCD will pass.
If both the KDOL and TALX Interfaces return ‘No Useable Data’, but the consumer reported earned income, RCD will not pass as Self-Attested > Data Source; however, if the consumer can pass the Both Below test, then they could still be considered RC.
In order to pass Both Below, both the self-attested income sum of the consumer’s applicable budgeting unit and the data source income sum must be below the income threshold for Medicaid for the budget unit.
Put another way – add up the total countable KEES earned income for the consumer’s IBU – is it within Medicaid guidelines? If yes, add up the total countable KDOL income for the consumer’s IBU – is it within Medicaid guidelines? If yes, then the RC test should have PASSED. If KDOL is over income for Medicaid, then add up the total countable TALX income for the consumer’s IBU – is it within Medicaid guidelines? If yes, then the RC test should have PASSED. In order to pass RC here, the KEES Earned Income has to be within Medicaid guidelines for the IBU AND either KDOL or TALX has to be within Medicaid guidelines for the IBU.
NOTE: You cannot pass Both Below if the consumer’s IBU includes countable Unearned Income or Self-Employment Income.
If one Income Interface (KDOL or TALX) errors, and the other Income Interface is successful, the successful Interface must have found countable income in order for RCD to potentially pass. KEES will not assume $0 Income if ‘No Useable Data’ is returned by the successful Interface. Please submit a KEES Help Desk ticket to report that one Interface errored.

Reminder: Entering ABAWD Time Limit Records
Even though work requirements for ABAWDS have been temporarily waived due to the COVID-19 pandemic, Time Limit records should still be entered in KEES according to the guidance listed in the table below. Batches in KEES have been temporarily shut off to allow ABAWDS to receive more than 3 months of Food Assistance in a 36-month period. Making sure Time Limit records have been entered correctly will help ensure data collection for ABAWDS is accurate when there is an end to the Public Health Emergency period and ABAWD months must be tracked and counted again. The current ABAWD period is 10/2022-09/2025. Make sure Time Limit records are added to the current ABAWD period.
