COVID-19 Unemployment Payments of $600

During the COVID-19 emergency, individuals receiving unemployment may receive an additional $600 payment per week. Per Policy Memo 2020-04-01, the $600 payments are exempt as income in the month received and exempt as a resource through the consumer’s review period, not to exceed twelve (12) months.

When unemployment income has been inserted into KEES, the worker will need to review the most recent week’s information for the person receiving unemployment on the KDOL UC Interface Detail page in KEES (see the KEES User Manual section Requesting KDOL Wages and Unemployment Verification for steps on how to navigate to this page). If the Type field indicates FAC Payment, this means they are receiving the extra $600. Staff will need to then take note of the Weekly Benefit Amount on this page and update (edit) the unemployment income record that was inserted by KEES to reflect the Weekly Benefit Amount and recalculate. Only records with the Program Type labeled Medical should be updated.

The worker will also copy and paste the following into the unemployment income record Description field to allow identification of this process.

COVID-19 Adjustment

Workers are not to add a second unemployment income record for the COVID-19 unemployment payment. Staff must also include that this adjustment was made in the journal.

Staff must diligently review the unemployment income record(s) every time they enter a case and run EDBC. When the interfaces are called either manually or by the Medical Reviews Batch, based on design, the system may update unemployment income records that were previously edited or added to reflect the amount seen in the interface. This may be the incorrect amount. If this has occurred, staff will need to follow the process stated above to edit the record to the correct amount needed for eligibility.
