When running EDBC to move coverage for a consumer to a different program block due to LTC coverage being approved, workers should not run in already paid months to discontinue previous coverage on the non-LTC Program Block. Coverage should be discontinued in the come-up month. Not running in the come-up month causes downstream issues in KEES and KMMS.
