Prior to running EDBC for the benefit months of 01/2024 – 03/2024, staff must ensure that the correct SSA income amount is entered into KEES for 01/2024. SSA Income from 12/2023 (or earlier) must not be used for determinations made in the first quarter of the year as the MSP COLA Increase Disregard is applied when running EDBC for the months of 01/2024, 02/2024, and 03/2024. Using the previous year’s income will result in the MSP COLA Increase Disregard being applied to the previous year’s income amount, which may inappropriately budget MSP/QMB instead of the correct MSP/LMB Program. As indicated in COLA policy memo (COLA2024, section 3.A), when processing a case on or after November 17th for the benefit month of January 2024, eligibility staff shall enter the updated Social Security income amount in KEES. Staff should request a TPQY update in EATSS to determine the correct financial determine for the medical program.
