Guaranteed Eligibility (GE) for Child Care (CC), refers to the period of time that eligible child(ren) in the household can receive CC benefits without a new application or review. It is ultimately determined by the Child’s Initial Eligibility Period (CIEP) on the case. A GE Period can be extended if new children begin receiving child care on the case during an ongoing GE Period. However, a GE period is only shortened if the CC program closes for one of the following reasons:
The household moves out of the State of Kansas
The Primary Applicant passes away
The household has income in excess of 85% of the SMI
The GE Period (and information on the CIEPs used to establish it) can be viewed in the Guaranteed Eligibility History and Guaranteed Eligibility Detail pages.
The Guaranteed Eligibility History page displays information for each Guaranteed Eligibility (GE) Period associated to the case. A GE Period is set by KEES rules after the Child Care EDBC has been accepted and saved. The page displays the record with the most recent Begin Date at the top.
Display Read Only Periods – This page defaults to displaying Regular GE Periods only. Check this box then click the View button for the page to display records for any Read Only GE Periods.
View (for the page) – this button can be used if dates are entered in the Display From: or To: fields or when the Display Read Only Periods box has been checked to update the records displayed in this page.
Each record displays the following for the GE Period:
Begin Date – This is Begin Date of the GE Period determined by rules. This date does not change.
Initial End Date – This is the original End Date set for the GE Period by rules. This date does not change.
Actual End Date – This is the End Date of the GE Period; it may or may not match the Initial End Date as it is dependent on the furthest out CIEP End Date in the record.
Type – This is either Regular or Read Only
View (for a record) – this button is used to navigate to the Guaranteed Eligibility Detail page.
Edit (for a record - Help Desk Only) – this button is used by Help Desk staff to navigate to the edit mode version of the Guaranteed Eligibility Detail page.
The Guaranteed Eligibility Detail page displays more detailed information for the selected GE Period. Including the CIEP’s used to determine the Begin and End Dates of the record.
Note: This page can only be edited by KEES Help Desk or System Administrative staff.
