LIEAP Change in Address Process

This business process outlines the processes when a consumer on a LIEAP case reports a change in address. 

The Contact Summary page is where a user can add an address for LIEAP household members. This page uses Continuous Dating, meaning there can be no gaps or overlaps between the records. If needing to make a change to information on this page, the users must Add a new record. When the new record is saved, effective dating occurs to maintain historical data.

·         Always make sure there is a Mailing and Physical address listed for every person receiving assistance.

·         The user should not run EDBC if the only update is an address change, unless the address is out of state. 

·         Do not edit historical addresses. Same day editing is allowable; all other situations should utilize the Add function.  

·         On Contact Summary clicking View while the Display From and To fields are blank displays the complete address history.

·         When adding a new address, the Begin Date should always be the date the new address was changed.

New Address out of State

·         Add new Address to Contact Summary with careful consideration to the begin and end date to make sure we aren’t overlaying an accurate address.

 

·         Deny application if applicant has moved out of state. Update contact summary with careful consideration to begin and end date to make sure we aren’t overlaying an accurate address, send a contact log to the Clearinghouse, and an email to the Purple team.

New Address is Not Energy Vulnerable 

·         Add new Address to Contact Summary with careful consideration to the begin and end date to make sure we aren’t overlaying an accurate address.

·         Verify the consumer has an outstanding balance associated to the previous address.

o   If there is no outstanding balance, deny the application.

o   If the outstanding balance is greater than the approved benefit amount:

§  Enter data collection based on the original application.

§  Run EDBC.

o   If the outstanding balance is less than the approved benefit amount:

§  Enter data collection based on the original application.

§  Add a task to the Supervisor queue on the BPM Tracker

§  Supervisor will override EDBC benefit allotment amount to make the benefit amount match the outstanding balance amount and Negative Action the case the month following approval.   

New address is Energy Vulnerable original address is Not Energy Vulnerable

·         Add new Address to Contact Summary with careful consideration to the begin and end date to make sure we aren’t overlaying an accurate address.

·         Enter Income/Household records based on information reported/verified with the initial application.

·         Add the Energy Information record and make sure ‘Yes’ is indicated for Vulnerability.

·         Add the Money Management records based on Fuel Type and Vendor information for the new address.

New Address and original address is Energy Vulnerable

·         Add new Address to Contact Summary with careful consideration to the begin and end date to make sure we aren’t overlaying an accurate address.

·         Verify the consumer has an outstanding balance associated to the previous address. If there is no outstanding balance, process the application for the new address.

·         Outstanding balance is greater than the approved benefit amount:

o   Update the Contact Summary page with careful consideration to begin and end date to make sure we aren’t overlaying an accurate address.

o   Enter data collection based on the original application.

o   Run EDBC

·         Outstanding balance is less than the approved benefit amount:

o   Update the Contact Summary page with careful consideration to begin and end date to make sure we aren’t overlaying an accurate address.

o   Enter data collection based on the original application.

o   Add a task to the Supervisor queue on the BPM Tracker

o   Supervisor will override EDBC benefit allotment amount to distribute outstanding balance to previous vendor and surplus to new vendor

o   If we find out about the surplus after the fact, a supervisor will need to create an overpayment with a recovery account. Post the returned surplus to the recovery account. And then utilize Manual EDBC to create a payment for the surplus amount to the new vendor.

·         Add new Address to Contact Summary with careful consideration to begin and end date to make sure we aren’t overlaying an accurate address.  Update the Fuel Type on the Energy Information Detail page if there is a change in Fuel Type

·         Update the Money Management Detail page with the new vendor, account # and billing name if there is a vendor change. Give the previous vendors a priority of 3.

·         Do not run EDBC—EDBC will run when the Supplemental batch is run.

·         Add new Address to Contact Summary with careful consideration to begin and end date to make sure we aren’t overlaying an accurate address; this ensures next year’s application is mailed to the correct address.
