Use the Ineligibility Status Reason Table to troubleshoot the data collection pages that should be checked based on the reason for ineligibility.
HINT: This document is organized by more common to less common denials/discontinuances. Utilize the "Find" function by holding the Ctrl button on the keyboard and pressing the F button. (Ctrl + F). The Find window/text box displays and allows a word or phrase to be entered. Click the Next button and each instance of the word or phrase searched will be highlighted one by one throughout the document.
Example:Status Reason of FTP SSN. Utilize the Find function by holding the Ctrl button on the keyboard, press F and type FTP SSN in the Find text box. Click the Next button. The document now displays the Status Reason of FTP SSN is highlighted on page 7.
When a household applies for Child Care they may request a future start date.
Example: CC Application Date is 10/04/2019. The consumer states they are applying for assistance now, but they have free child care available until 01/13/2020 so they would like benefits to begin 01/16/2020. Staff has processed the case and determined the household meets all Non-Financial & Financial eligibility criteria.
2. Complete Data Collection - FCCC, except the Family Plan. If the household meets the Non-Financial and Financial eligibility criteria for Child Care, continue to STEP 3.
3. Follow the steps fpr Adding a Family Plan – FCCC,
a. Enter the Family Plan Begin Date as the date of application and the End Date is the last day of the review period, using the <mm/dd/yyyy> format or the calendar icon.
4. Follow the steps for Adding a Child Care Plan – FCCC,
a. Enter the Child Care Plan Begin Date as the date the consumer requested care to begin, using the <mm/dd/yyyy> format or the calendar icon.
NOTE: Do not set the Child Care Plan Begin Date to the Application Date/Family Plan Begin Date as it erroneously looks like the Provider has already started providing care for the child.
NOTE: N/A displays for the month(s) the consumer does not need care.
6. To avoid leaving the program in a Pending status or denying the program in error we must Override the Family Plan to update any N/A values (prior to the Child Care Plan Begin Date) to 0.00 use the Override Reason of Other.
7. Save the Family Plan.
NOTE: When EDBC is run KEES will set the Review Date to be 11 Months from the Application Date.
To process a Child Care case when the household does not meet Non-Financial and/or Financial eligibility criteria the first and/or second month(s) of the application and is eligible for benefits in a following month up to the come up month, it is necessary to run EDBC out of order.
Example: CC Application Date is 09/18/2019 for new employment. HH does not meet the work hours requirement in the month of application, but proof is obtained they are meeting the minimum hours requirement in the month (or second month) after application.
1. Complete File Clearance and Registration - FCCC using the received date as the Application Date. Enter the Beginning Date of Aid to match the Application Date. DO NOT set the Beginning Date of Aid to a future date.
2. Complete Data Collection – FCCC.
NOTE: When completing the steps for Adding a Family Plan – FCCC (including Adding a Child Care Plan - FCCC), ensure the Begin Date of both the Family Plan and the Child Care Plan match the Application Date and Beginning Date of Aid for the application being processed.
3. After adding and saving the necessary Child Care Plans, click the Calculate button on the Family Plan – Child Care Detail page. The Family Benefit Schedule populates.
NOTE: N/A displays for the month(s) the consumer is not eligible for assistance.
4. Run EDBC for the month of application to verify the N/A is accurate. DO NOT SAVE THIS EDBC RESULT.
5. Run EDBC for the first month the household is eligible for Child Care.
6. Review the EDBC Summary for accuracy, if correct click the Save and Continue button.
NOTE: When EDBC is run KEES will set the Review Date to be 11 Months from the Application Date.
7. Next Run EDBC for the month(s) of ineligibility in order, starting with the month of application.
NOTE: Running EDBC out of order only works in KEES if you are running for the month of approval first and then month(s) of denial after.
For Example: Consumer applied for child care 09/18/2019 but is not eligible for benefits until 11/2019. The worker should Run EDBC for 11/2019 first, then Run EDBC for 09/2019 and 10/2019 in order.
Temporary Workaround (If unable to recalculate the month after the override)
Save Family plan w/ N/As for the 1st month.
Run EDBC for the 2nd month, authorizing benefits for the 2nd month.
Return to Family plan and follow the above instructions overriding 1st month.
