How to Check Reasonable Compatibility

The Reasonable Compatibility income test is used for all Medical programs with the exception of Long Term Care and Working Healthy. Reasonable Compatibility Tests should be completed with all Applications, Reviews, and Case Maintenance actions such as adding a new case person and processing an income change.  

 

KEES runs a Reasonable Compatibility Test for the following:

 

 Income is considered reasonably compatible if:

  1. The amount reported by the consumer is greater than the amount received from KDOL or TALX.

Example: If the applicant reports $1,000.00 in wages and Interfaces return less than that amount, KEES will determine the income as Reasonably Compatible and Verified.  

  1. The amount reported by the consumer is within 20% of the amount received from KDOL or TALX.

Example: If the applicant reports making $800.00 per month but the Interfaces report $1,000.00 per month, $800.00 will be counted and deemed verified because it is within 20% of what was found in the interfaces.

A consumer reports income via the application.  That income is entered into KEES with a pending verification status.  Once all data collection has taken place, the Request Verifications button will be selected to call the interfaces.  KDOL and TALX will be called.  Income is considered Reasonably Compatible if it is compatible with one or both of the interfaces.  If the income record passes the RCD test, the income record will be updated to Verified.  

If a case comes through the SSP and goes through No Touch, but falls out at some point, it is possible the RCD test has already been completed and the record on the page will display the verified status.

 

NOTE: TALX will only include employees with an Active Status Type in the RCD test. See TALX Employment Statuses for further details.  

 

How to Check Reasonable Compatibility

Within the context of a case:

  1. Select Eligibility from Global Navigation.  

  2. Select Customer Information from Local Navigation.  

  3. Select Reasonable Compatibility from Task Navigation (it is the third option beneath Financial).  The Reasonable Compatibility List page displays.  

NOTE: The list of Reasonable Compatibility results will default to View All and display from the newest to oldest Assessment Date.  To change the date of the information displayed:

  1. Enter a beginning date in the From text box using the <mm/dd/yy> format or the calendar icon.

  2. Enter an ending date in the To text box using the <mm/dd/yy> format or the calendar icon.

  3. Click the View Button.

  1. The Reasonable Compatible column will indicate 2 possible options:

    1. Yes: the consumer’s income meets the Reasonable Compatibility requirements.  

    2. No: the consumer’s reported income does not meet the Reasonable Compatibility requirements.  

  2. Click on a consumer’s hyperlink in the Name column to view the details of the TALX or KDOL records.  The Reasonable Compatibility Test Detail page displays.  

NOTE: The following details will only display when a consumer’s income has passed the Reasonable Compatibility Test:

The above fields will display as blank when a consumer’s income isn’t Reasonably Compatible.  

  1. Click the Next button to view other Reasonable Compatibility Test Detail pages.  These will display in the order found on the Reasonable Compatibility List page.  

  2. Click the Close button to return to the Reasonable Compatibility List page.   

 

Both Below

Both Below is part of the Reasonable Compatibility Test.  It takes the total of all statements of earned income in someone’s IBU and the total Interface amounts returned for the other members of their IBU to determine if they are below Medicaid (CTM and PLN) guidelines .

When an applicant meets the criteria to be Both Below, the individual’s verifications record, that was used to run the RC Test, will be set to Verified . This will occur even if the 20% compatibility method or the $0 earnings RC Test fail.

For consumers meeting this criteria, Both Below displays in the Reasonable Compatible Method field on the Reasonable Compatibility Test Detail page.
