The Verify Lawful Presence (VLP) Interface performs immigration verification for individuals who:

The following explains the interaction of the VLP Interface and the Non-Citizenship page.  The VLP real time interface is called either during MAGI No-Touch process or from the Verification List page when the Request Verification button is selected in combination with the INS Document verification check box by itself or in combination with other verifications.

When the VLP interface is called key information from the Non-Citizenship page including the USCIS Document type is sent to the VLP service through the Federal Hub. The USCIS Document type is needed in order for the VLP interface to correctly trigger. In addition, any mandatory fields needed for proper invocation of the KEES rules must also be entered on the Non-Citizenship page.

NOTE: Users should complete the Non-Citizenship page for the individual(s) using information received for the individual(s) on the application, and/or information obtained from immigration documents provided or that are already on file.

3. Valid USCIS Document Types used to initiate the VLP Interface

The VLP Interface call will only be submitted if the USCIS Document Type is one of the following:

For all other USCIS Document Types, attempting to submit a HUB verification request will result in a source status of “HUB Request Not Sent”.

4. Required Information Needed to Send VLP Interface Request

The following is a list of the required Information needed to send the VLP request:

In addition to the conditionally required fields there are certain fields on the Non-Citizenship page that are mandatory and need to be entered in order to create the Non-Citizenship Detail record.

These fields are:

If USCIS Document Types of ‘I-94’ or ‘I-151, I551, Passport or I-94 Annotated with I-551 & section code’ are elected then the following field also becomes mandatory:

If USCIS Document Type of ‘I-571’ is selected then the following field also becomes mandatory:

Table of requirements for each document type. I-327 & Temp I-551 Stamp on passport of i-94 require only the Alien #. I-571 (Refugee Travel Document), I-151, I551, passport or i-94 annotated with i-551 & section code (Permanent Resident Card) requires Alien # and Card #. I-776 (Employment Authorization Card) or I-688b requires Alien #, Card # and Doc/Passport Expiration date. Certificate of Citizenship requires Alien # and Certification of Citizenship #. Naturalization Certificate requires Alien # and Natural Certificate #. machine readable Immigrant Via (with Temp I-551 language) requires Alien #, Passport # and Country of Issuance. I-94 (arrival/departure record) requires the I-94 #. The I-94 in unexpired foreign passport requires I-94 #, Passport #, Country of Issuance, and Doc/Passport Expiration Date. Unexpired Foreign Passport rquires Passport #, Country of Issuance and the expiration date. I-20 (certificate of eligibility for non-immigrant F-1 Student Status and DS2019 Certifiate of Eligibility for Exchange Visitor J-1 Status requires the SEVIS ID.

5. INS Document Verification Request Detail Page

The INS Document Verification Request Detail page is used to view the data returned from the VLP interface.

This page will display the information used to submit the VLP Interface request and the information received from the VLP Interface response.

The page displays the following four sections and depending on whether or not Secondary and/or Tertiary request have been made will determine if all four sections are displayed.

The Hub-VLP response returns a great deal of information. Some of the information on the INS Document Verification Request Detail Page is in the form of an indicator of Y, N, X, or P which will display in each of the four fields below:

When used together, it is easy to decide if a person is a ‘qualifying non-citizen’ or a ‘non-qualifying citizen’.

6. Completing the Non-Citizenship Detail Page

The following fields should be completed on the Non-Citizenship page based on the information received from the VLP Interface.

NOTE: Some fields may already be completed if the data element was included with the data that was submitted.

7. VLP Interface Tasks

The following 5 Tasks are initiated by the VLP HUB interface and are generated in the Eligibility queue:

The Task Details for each task will display the Case number, Individual’s name and Client ID. This will assist the user in determining which task is for which individual.
