Friday 6/24: 6am – 8pm
Saturday 6/25: 12pm – 9pm
Sunday 6/26: 3pm – Monday 9pm
A build is scheduled for this weekend. Below is a summary of what is included in the release.
KEES workflow has been fixed to generate a task as expected for e-Applications submitted from the Self-Service Portal.
The Free and Reduced School Lunch program is a way of extending help to families whose children are eligible for free or reduced lunch. If a child is receiving medical benefits and is within a certain income range, KEES will now send their information to the Kansas Department of Education (KSDE) so that the child can automatically get free or reduced lunches without having to go through the application and eligibility process. This interface with KSDE had previously only been utilized by DCF but will now be used by KDHE as well.
WA659 Health Insurance Premiums (any type) not being pulled into Medically Needy Spenddowns
Final KDHE Processing Deadlines - Fiscal Year 2023 has been updated and can be found on the KEES Repository under Other Helpful Information.
Child Care P501: Provider Notice Plan Ended Form
KEES has been updated to automatically send the P501: Provider Notice Plan Ended form via batch when a change is made to Child Care that results in KEES end dating the Child Care Plan and/or Family Plan. It is important to note that if the Child Care Plan and/or Family Plan is manually end dated by a worker, then staff need to continue to manually send the P501: Provider Notice Plan Ended form.
Food Assistance ABAWD NOA Snippets
ABAWD snippets have been updated to notify consumers how many ABAWD months remain when an ABAWD 36-month period resets and the consumer will remain active across both a current and new 36-month period.
Reminder: Even though work requirements for ABAWDS have been temporarily waived due to the COVID-19 pandemic, Time Limit records should still be entered in KEES according to the guidance listed in the table below. Batches in KEES have been temporarily shut off to allow ABAWDS to receive more than 3 months of Food Assistance in a 36-month period. Making sure Time Limit records have been entered correctly will help ensure data collection for ABAWDS is accurate when there is an end to the Public Health Emergency period and ABAWD months must be tracked and counted again.

New Food Assistance Work Requirements Notice
Each Food Assistance household member, ages 16-59, who is not exempt from work requirements is required to register for work. Federal guidelines mandate DCF to notify consumers of their work requirements, also known as work rules. Currently, staff send and read the E-26: Consolidated Work Requirements language to consumers to satisfy this mandate. With this release, the mandated work requirement language has been added to KEES. There are 7 different form variations of the notification (form numbers F851-F857) based on the different work requirement combinations that can occur in a household, and only one variation is sent per Food Assistance household. The forms are made up of Basic Work Rules, Job Search and Training Rules, and/or Time Limit Rules.
The appropriate form will be automatically sent to consumers via a nightly batch. The batch looks at the Work Eligible and ABAWD indicators on high-dated EDBCs for approved Food Assistance MEMs to determine which sets of work rules to send to the household. The work rules are only sent to MEMs. FREs and UPs are excluded. In addition, the ABAWD statuses entered on the Time Limits page have no impact to the ABAWD indicator on EDBC that is used to trigger these forms. Notification is sent to qualifying households via batch:
At application when a consumer is approved for Food Assistance benefits and is subject to work requirements.
At review when a consumer is approved for Food Assistance benefits and is subject to work requirements.
When EDBC is run and a program member who was formerly exempt becomes subject to the Food Assistance work requirements.
When a new member is added to Food Assistance and is subject to the work requirements.
These new forms will retire the need for staff to manually send the E-26 form; however, staff need to continue to read the E-26 language to consumers when conducting a Food Assistance interview. It is also important to note that these new KEES forms alert the consumer to notify the agency by phone if they meet any criteria that may exempt them from work requirements. Inquiries received by consumers concerning their work requirement status should be handled by eligibility staff so that if appropriate, data collection and EDBC can be updated to make sure the consumer has the correct Work Eligible and/or ABAWD status in KEES.
