Staff Should not Save EDBC Results that Change a Consumer to Ineligible

When a consumer already has approved benefits for a particular month, workers should never save results that would cause a negative change Read Only.  Some workers have found it is possible to avoid Read Only by using the Timely Notice Exception Reason of Waiver on File.    This option is reserved for KEES Help Desk to correct certain issues, and other situations. The option should not be used by workers to change previous eligibility.  Saving Ineligible results can create extreme issues for the Program that may cause the need for a data fix and would delay processing.  Additionally, if a consumer has a status of Ineligible, they cannot be rescinded for that timeframe since the consumer already had approved benefits.  The screenshot below is an example of what should not be saved by eligibility workers.
