Child Care Notices

It has been discovered that there are some problems with some of the batches in KEES that send child care notices and child care plans.  Until those batches are fixed, EES staff will need to manually send them.  This will include the following:

Please note that policy has not changed.  Policy states that notices must be sent to child care providers when a child in their care has been approved for child care assistance and when a child care plan is ended for one of those children prior to the end date that was on the original approval notice.  If you have questions, see KEESM 1430 and 1431.  

 

Issue with Child Care for Foster Children

Some Child Care programs or persons are failing in error with a reason of ‘Gets Foster Care’.  The foster care child is eligible to receive benefits if they are placed with a family member who is not licensed to receive foster care payments per policy.  Until the Child Care rules are updated, workers will need to continue to complete the non-financial and financial data collection and determine the household is income eligible.  Once that case action has been completed:  

  1. Ensure that the family is not receiving foster care payments for the child
  2. Ensure the provider is contracted with DCF and approved to provide care for the child when they are a relative Child Care provider.  
  3. Complete the Child Care data collection pages.   
  4. Email the designated worker for your region so they can complete the necessary steps to determine the final benefit amount and override the system to issue benefits.

CSS Referrals for Expedited Paternity

Expedited Paternity is indicated in KEES by selecting Expedited Paternity from the Paternity Status drop-down menu on the Noncustodial Parent Detail page. CSS needs an email address that corresponds to the office that should receive the results. Enter the email address in the Comments field on the Noncustodial Parent Detail page.  When this field is completed, it is indicated as an expedited paternity request on the electronic file KEES sends to CSS. Staff no longer need to complete the ES-4107.

 

CSS Referrals for Single Adoptive/Severed Rights Parents

The User Manual previously stated to enter Unknown in the Last Name text box on the Noncustodial Parent Detail page for:

CSS has requested that staff now enter None in the Last Name text box. The User Manual has been updated to reflect this update.

Workarounds

Hours on the Child Care Plan

Child Care plan hours are not consistently calculating on the last month of the plan. Until this is fixed, override the Child Care plan hours to match the rest of the hours in the plan.

 

Child Care Review Dates

 

To Manually Change a Review Date

  1. From the Case Summary page click the View Details button on the ‘Non-Medical’ Program block needing the adjusted review date. The ‘Non-Medical’ Detail page displays.
  2. Click the Edit button. The ‘Non-Medical’ Detail page becomes editable.
  3. Enter the correct Review Due Month using the <mm/yyyy> format or the calendar icon.
  4. Click the Save and Return button. The Case Summary page displays.
