Non-Medical Programs

A build is going into KEES over the weekend. Below is a summary of what is included in the release as well as the workarounds that are no longer necessary.

 

EES Retired Workarounds

  1. ABAWD Criteria for Disabled Persons:

Food Assistance members who have an Incapacitated Medical Condition record in KEES were incorrectly being identified as an ABAWD on the EDBC Summary page. This has been fixed and staff no longer need to add a Status of Exempt from the work/training requirement drop-down menu on the ABAWD Time Limit Month List page with the Reason of Care of incapacitated FA household member.

  1. Adding Medical Expenses for Multiple Household Member:

On Food Assistance cases with multiple household members with a qualifying medical expense, KEES was disregarding $35 per household member. This has been fixed and staff no longer need to add a Child Support – Court Ordered expense to the additional household member(s) with a qualifying medical expense.

  1. 1 Month of TANF not counted in FA Budget when TANF is  Discontinued with a Non-Compliance of Work Programs or CSS:

Staff no longer need to manually add the TANF grant amount to the Income Amount Detail page for 1 month.

  1. Removing ABAWD Time Limit Records:

Staff have been unable to remove a single month from the ABAWD Time Limit Month List page. This has been fixed and staff no longer need to remove the entire ABAWD Time Limit record if a single month needs to be removed.

 

EES January Release Notes

  1. All Programs:

This batch will run on March 30, 2018 rather than March 16, 2018. This batch auto closes and sends a closure notice on all programs that have a Review/IR/12 Month Report due with a Document Status of Sent on the Review/IR and 12 Month Report record.  

A person must cooperate with Child Support Services (CSS) requirements to remain eligible for TANF, Child Care and Food Assistance benefits. Effective March 19, 2018, the communication process between CSS and EES will be automated. When CSS staff indicate a person is not cooperating or cooperating on the CADS screen in the CSS system, communication is sent to KEES via the CSS interface. KEES will create the non-compliance or update the non-compliance record(s) with compliance information on the Eligibility Non-Compliance page, run EDBC to determine appropriate eligibility, and send notification (NOA) to the client (if applicable).

When a consumer uploads a document in the SSP by itself (not within the context of an application or review), they have to choose a case number. Currently, they are presented with both medical and non-medical case numbers. This can result in lost work if they pick the Medical Case Number. Until this is fixed, we are suppressing this functionality in the SSP. Please refrain from directing consumers to the SSP to upload documents until this is fixed. It is important to note that the V000: Verification Request List form has static text that directs consumers to the SSP to upload their requested documents. Unfortunately, this cannot be suppressed.

If a consumer tries to upload a document, they will be presented with this message:

The ability to upload documents is temporarily unavailable. Please mail, drop-off, fax or email any documents requested to determine your eligibility to your local DCF office.

Consumer are now able to view Forms and Notices with a Status of Printed Centrally or Printed Locally via the SSP for linked cases.

  1. Child Care:

The monthly gross income amounts will be updated on the Child Care Family Income and Share Schedule to reflect changes in the federal poverty guidelines and the state median income levels. The tables will be updated with the March release on March 18, 2018, and the changes are effective May 1, 2018. Historically this poverty level change has been dependent on staff taking action within our legacy systems. KEES will look at all active Child Care programs and recalculate their Family Plans with a Type of FP and Change Reason of Other Change Reason, and run EDBC for the Come-Up Month. These actions mimic that of a caseworker--NOAs and Family Plans will go out based on EDBC results. The Federal Poverty Guideline Batch process will run on a date still to be determined in April for all Active Child Care plans with the exception of Overridden EDBCs and cases with a “Converted” Family Plan status.

The P101: Child Care Provider General Notice is currently utilized for Standard Copy and Paste text workarounds by Child Care Provider Enrollment Staff. When staff copy and paste text into the form and then print the form there were issues with the spacing at the end of the PDF. This has been fixed.

  1. Food Assistance:

Effective March 19, 2018 workers must request information via the eDRS interface in KEES to receive information about people disqualified from receiving Food Assistance due to fraud disqualification in another state. This request must be made for all Food Assistance members age 18 and older at Application, Review, and when a member is added to the Food Assistance Case.

The ES-3116: IR Reminder Form will be sent from KEES beginning in April 2018 to remind the consumer we have not received their IR/12 Month Report form.

  1. Miscellaneous:

The Exempt from DSO field was incorrectly populating with ‘No’ on the CCU Detail page.
