Noncustodial Parents

The Noncustodial Parent Detail page is used to send referrals to Child Support Services.

  1. Select Eligibility from Global Navigation. Select Customer Information from Local Navigation. Select Noncustodial Parents from Task Navigation. The Noncustodial Parent List page displays.

  2. Click the Add button. The Noncustodial Parent Detail page displays.

    NOTE: KEES populates children on the program in the Children (In your Home) of Noncustodial Parent section.

  3. Click the Referral check box.

  4. Select Other from the Parent Name drop-down menu listed under the Noncustodial Parent section.

  5. Complete the First Name and Last Name text boxes under the Potential Noncustodial Parent Personal Information section.

    NOTE: Enter Unknown if the name is not known.

  6. Select I agree to cooperate from the Certification and Agreement drop-down menu.

  7. Click the Save button.

Child Support Services (CSS) Non-Cooperation for Caretaker Medical – Pregnant Women

CSS Non-Cooperation Penalty should not apply to a consumer receiving Caretaker Medical- Pregnant Woman coverage.  The exception was not captured in a Use Case therefore instead of receiving benefits under the Eligible Budget of MAGI Caretaker Medical with the aid code of CTM/PW benefits will pass incorrectly under the Eligible Budget of MAGI Title 19 with a PLN/PW aid code. If this situation occurs then the following workaround is needed:

  1. Confirm the Non-Compliance page in KEES shows a valid current CSS Non-cooperation penalty for a pregnant consumer requesting coverage.

  2. Staff identifies that the pregnant consumer should be eligible for MAGI Caretaker Medical Coverage, but the results displayed on the Medical EDBC Summary page shows the consumer with a passing Eligible Budget under the Test Category of MAGI Title 19 with an aid code of PLN/PW.

  3. Accept the Medical EDBC results from the Medical EDBC Summary page.

  4. From the EDBC List page click the Save and Continue button to save the EDBC results.

  5. Staff will make a note in Journal that the pregnant consumer should have been eligible for CTM coverage but is in non-coop status with CSS and was therefore approved under MAGI Title 19.

  6. After the baby is born or the pregnancy ends, and Postpartum coverage is over, staff needs to re-determine eligibility for other programs. If no other eligibility exists then discontinue benefits.
