Registering Reviews

 

Normal Process

In the following scenarios registering reviews follows the normal process.

  • All Individuals are ONLY being RESCINDED.  

 

  • When RESCINDING and REAPPLYING in a past month.

Example: RESCIND for 04/2019 and REAPPLY for 03/2019

  • When RESCINDING and REAPPLYING in the same month.

Example: RESCIND for 03/2019 and REAPPLY for 03/2019

 

 

Modified Process

In the following scenario registering reviews follows a modified process.

  • RESCINDING and REAPPLYING in a future month.  

Example: RESCIND for 02/2019 and REAPPLY for 03/2019

 

When registering a review on a discontinued medical program, If the review is received after the month following discontinuance (but within the Review Reconsideration Period) and there is a request to add an additional household member in a future month DO NOT RESCIND the discontinued medical program, use  REAPPLY instead.

 

  1. Use the 1st day of the month following the discontinuance as the Application Date for the discontinued individuals. This will “fill the gap” so that the individuals up for review do not lose any coverage if they are eligible for continued benefits.

  2. For the new applicant use the date the review was received as the application date. Registration must Journal the following:

“Used REAPPLY instead of RESCIND to register the review. Used application date of <app date> for <discontinued individuals> and used application date of <app date> for <new applicant>.”

 

Example: Review received after the month following the month of discontinuance.

Household was discontinued by the Review Discontinuance Batch for reason of Failure to Return Signed Review as of 02/01/2019. The consumer returns the signed review form, which is received on 03/11/2019. Registration staff recognize that the application can be used as the review and notice that the consumer is requesting to add an additional household member that was not previously receiving coverage.

Registration staff REAPPLY all the discontinued program persons using an application date of 02/01/2019 and REAPPLY the new applicant using their application date of 03/11/2019.   Registration staff log in their Journal that they used REAPPLY instead of RESCIND to register the review and enter the app dates used for each set of individuals.
