Shortening a Base Period and Discontinuing a Medically Needy Case

NOTE: KEES should automatically shorten the spenddown if the consumer dies or switches to another aid code, however if the spenddown is not shortened in KMMS the next day, the following override may be used.

To Shorten the Base Period

This process assumes the worker has already added the Date of Death and verified it on the Individual Demographics page when a consumer has passed away.

  1. Run EDBC for 03/2023.

  2. Click on the Override Medical Summary button in the right bottom of the page.  The Medicaid EDBC Override List page displays with both the Medically Needy and the Medicare Saving Plan budgets.

  3. Click the Override button to the right of the Medically Needy budget.

    1. Update the information in the User Override block.

    2. Change the END Date to reflect 03/31/2023.  Update the Spenddown block to be the dollar amount of the new 3-month spenddown. This amount will be figured off system.

    3. Click Save and Return.  The Medicaid Override List page displays.

    4. Click the check box for the correct Medically Needy budget just created.

    5. Select Administrative Decision on the EDBC Override Reason.

    6. Click Save and Return.

  4. Check the EDBC and make sure it is now set up with the new base period and amount.  If so, accept it and send the correct NOA.

  5. Run EDBC for the come-up month to discontinue the case.

  6. Create Manual notice, see Manual NOA Generation for detailed steps on sending the notifications.
