SUBJECT:    Implementation Instructions - KEESM Revision 131

This memo provides implementation instructions and information for the following November 1, 2026, policy changes in the Kansas Economic and Employment Services Manual (KEESM).

Food Assistance

A clarification has been made to the process that occurs when a Mandatory E&T participant reports a possible Work Registrant or ABAWD exemption to the Career Navigator.

KEESM 3100.2 #2 has been updated to clarify that if a potential Work Registrant or ABAWD exemption is reported, the career navigator will notify the Non-Compliance Coordinator, who will triage the information to determine if a possible exemption exists and if so, will report this information to eligibility staff. Eligibility staff must verify the potential exemption as required and apply the exemption if appropriate.

If it is determined that the individual does not qualify for an exemption, or verification of the potential exemption is not provided, the individual must be referred back to the Mandatory E&T program by manually creating a referral task in Current.

Steps to create the task in Current:

  • Click Add Case in Current
  • Select the Originating Office: FAE&T <office name> associated to the client’s FA case
  • Select the Access Point: Non-Lobby
  • Enter the Client’s FA Case Number, First Name and Last Name
  • Received Date: Today’s Date
  • Click Add Task:
    • Activity: FAE&T Case Management
    • Program: Referral
  • Click Add Case

Examples

  1. Chris reports to his Career Navigator that he is caring for his disabled mom who is on his Food Assistance case and is unable to participate in the Mandatory E&T program. The Career Navigator closes the FAET program block in KEES and sends this information to the Non-Compliance Coordinator. The NCC forwards the potential exemption to eligibility. The eligibility worker will send the ES-4310A form to Chris to verify the potential exemption.

    1. Chris returns the completed form and the exemption is applied. He is no longer mandatory to participate. The Time Limits page is updated to reflect the exemption.

    2. Chris does not return the form. He will be mandatory to participate, and the eligibility worker will refer him back to the Mandatory E&T program by manually creating a referral task in Current.

  2. Lynn reports to her Career Navigator that she is working full time and can’t participate in the Mandatory E&T program. The Career Navigator closes the FAET program block in KEES and sends this information to the Non-Compliance Coordinator. The NCC forwards the potential exemption to eligibility. The eligibility worker contacts Lynn to see where she is working and completes a collateral contact to the employer to verify her employment. The employer states she is working 10 hours per week at $10 per hour. The eligibility worker determines Lynn does not meet any Work Registrant or ABAWD exemptions. The eligibility worker determines Lynn is still able to participate in E&T. The eligibility worker will refer her back to the Mandatory E&T program by manually creating a referral task in Current.
