SOUL PPS Programs

The SOUL Program was introduced in July 2024 and is only for youth eligible to receive coverage under the Permanent Custodian Subsidy (PCS) and Youth Independent Living (YIL) programs. The intent of the SOUL program is to legally connect Foster Care youth with supportive adults.

 

When processing SOUL Permanent Custodian Subsidy (PCS) coverage in KEES, refer to the directions on the  Permanent Custodian Subsidy page. For SOUL Youth Independent Living cases, see Establish Youth Independent Living.

 

If needing to discontinue Foster Care (FC) prior to establishing SOUL coverage, follow the steps in either Foster Care to Permanent Custodian Subsidy, Foster Care to Independent Living (Child under 18), or Foster Care to Youth Independent Living as appropriate.
