Processing a Presumptive Eligibility Determination and Partial Medical Approval

 

These instructions outline the process workers follow when completing a Presumptive Eligibility determination and partial Medical approval in KEES. For additional information on Registering a PE application, see Registering Presumptive Eligibility. From Within the Case

  1. Select Case Summary from Local Navigation. The Case Summary page displays. During Registration KEES created a Presumptive Eligibility program block and MAGI Medical program block. Confirm that both are accurate.

  2. Click Customer Options and expand the Non-Financial options from the left navigation to complete Non-Financial Data Collection - Family Medical (ks.gov).

NOTE: If information needs updated, click the Add button. Using Add preserves historical case data. The Edit button is used to correct existing information and replaces the data, removing chronicled information.

  1. Click Run EDBC to proceed to Running EDBC - Medical (ks.gov) for the Presumptive Eligibility program block. Presumptive Eligibility EDBC results display the determination given through the PE Portal, it does not calculate benefits. Review the EDBC results for accuracy prior to accepting. Review notices for accuracy and delete/append as needed.

NOTE: The Presumptive Eligibility determination process is complete. The following is for situations where the case was previously pended but is now ready for completion. Proceed to Step 4.

  1. Click Customer Options and expand the Financial options to complete all Financial Data Collection - Family Medical (ks.gov). Income data maps in from the PE Portal and displays differently if the person is known to KEES and has an existing income record. If existing data is present and different than what was reported on the most recent application, a New indicator displays and data acceptance must be completed. See the Data Acceptance Guide Supplement (ks.gov) for additional assistance.

  2. Once all Non-Financial and Financial records have been added, click Verifications from the left navigation and request all needed Verifications (ks.gov).

  3. When approving Medical coverage, the PE determination must be discontinued in KEES. Follow the steps in Discontinuing a Presumptive Eligibility Determination to appropriately close the program block prior to running EDBC.

NOTE: When the missing verifications have been received (or the pending period is over), it is necessary to rerun EDBC for all the months that were partially approved through the current come-up month. Proceed to Step 7.

  1. When ready to run EDBC, follow the steps outlined in Partial RCD Approval with Pending Verification (ks.gov) to complete the partial Medical determination.

NOTE: Contracted staff can approve the Presumptive Eligibility determination. However, if determined that TXIX or Medicaid coverage will be approved/denied, a task needs created for KDHE staff to complete running EDBC and to discontinue the Presumptive Eligibility program block once Medical is approved.

  1. Click the Distributed Documents tab to review all NOAs and delete/append as needed. Remember to always delete the Discontinuance NOA printed by the system and append the Medical NOA with text from the SCP. Journal case actions and complete task.
