The following covers the process when registering a Presumptive Eligibility Application in KEES. This process should be followed if the consumer does not have a Usable Case Number or is not known to KEES. Complete a Person Search prior to completing these steps.
If there is a Usable Case Number, it should be used, and PE added to the existing usable case. If there is more than one Usable Case Number, read the journals from the last 12 months and use the case with the most recent activity. Follow the steps outlined in Existing Case e-Application Registration - Medical (ks.gov) to complete Registration.
If a PE program block previously existed on a usable case, follow steps to either Rescind Program - Medical (ks.gov) or Reapply Program - Medical (ks.gov). If a PE Application was linked to the wrong case, follow the steps in Account Unlinking (ks.gov).
As some consumers have been known to KEES for many years, it is possible to see an old Presumptive Eligibility Program block on a usable case. If the program block title reads as anything other than Presumptive Eligibility do not use it. Examples include: Presumptive Eligibility Child, Presumptive Eligibility Pregnant Woman, Presumptive Eligibility Adult, etc. These are inoperative program blocks and will not record an accurate determination.
Eligibility staff must thoroughly read the PDF of the PE Application and not change, remove, or edit any information during Registration as this could impact KEES functionality. The PE Application has already been approved or denied through the PE Portal; completing Registration is the start of recording the determination in KEES.
Click the e-Application hyperlink. The e-Application Summary page displays. Workers can identify the type(s) of coverage being requested from the e-Application Summary page within the Primary Applicant Information section. If there are additional household members requesting coverage, they display on the e-Application Summary page under Other Applicants.
Click the Link e-App to Case button. A soft-warning displays stating, “A non-Applicant has signed this application To continue linking this application to case, click on ‘Link e-App to Case’ button”. Click the Link e-App to Case button.
The Application Intake page displays. If the New Applicants and People Associated with the Case information is correct, click the Save and Continue button.
The Registration Person Search Results page displays a list of any potential consumer matches. You must complete a Person Search for all household members listed on the PE Portal Application.
If the consumer is known to KEES, click the radio button for the person’s name and click the Use Selected Person button. The rest of these instructions do not apply, see Existing Case e-Application Registration - Medical (ks.gov).
If the consumer is not known, click the Create New Person button and proceed to STEP 5.
The Registration Person Detail page displays. The address entered in the PE Portal displays for the initial applicant. Subsequent applicants display with the same address as the primary applicant. Click the Save and Continue button.
Since a usable case number was not found during the Person Search, click the Create New Case button.
The Case Member List page displays.
If there are additional applicants to register, click the Add Person button and repeat STEP 3 - STEP 5. All PE applicants should be added to the same PE program block, no matter the type. If a PE case person has been duplicated, complete the steps found in MPI and Duplicate IDs (ks.gov) to remediate the duplicate.
When all applicants have been registered, click the Save and Continue button.
The Pending Assignment List page displays.
Select the checkbox for the program needing assignment.
Click the radio button for Automatic Assignment or complete Manual Assignment if necessary. The Casebank ID should reflect KH0206MGP1 for all PE program blocks. If Medical coverage was also requested, KEES will create a second program block with a Casebank ID of KH0206MG00.
The Automatically Reassign When Activated drop-down menu displays Yes.
The Assign e-Application to the same worker drop-down menu displays Yes.
Click the Assign button.
NOTE: It is important to know the type of coverage the Primary Applicant requested. For a PE Only request, KEES creates one PE program block for the case. If both PE and Medical are being requested, KEES creates two program blocks: one for the Presumptive Eligibility determination and one for the full Medicaid determination.
The e-Application Summary page redisplays showing a case number to which the application is linked (this is now a hyperlink).
Click the case number hyperlink. The Case Summary page displays.
Add the consumer’s address if it was not previously added or is not correct. If the consumer’s address is current, proceed to STEP 20.
Select Contact from Task Navigation menu. The Contact Summary page displays.
Click the Edit button for the *New* address populated from the PE Portal. The Address Detail page displays.
NOTE: If there are multiple address records with a *New* indicator, click the Edit button for the most recently reported address.
Select the person(s) the Address Applies To using the multi-select menu.
The Begin Date should reflect the first day of the month of application or the first day of the first prior medical month (if requested).
Select any Additional Address Type(s) using the multi-select menu.
NOTE: If additional consumers and/or address types are selected the consumer’s address(es) are updated and any *New* address record(s) with the corresponding consumer and/or type are removed from the Contact Summary page upon Accepting the record.
Use the check boxes to select the Address information to be accepted. If all information should be accepted, click the Check All button.
Click the Accept button. (Do NOT use the Reject All button).
NOTE: If it is known that an address reported via the PE Portal is incorrect AND it is the only *New* address listed, the worker can use the Reject All button to reject the information. The address record(s) is/are rejected for ALL Persons and Address Types selected on the Address Detail page.
If not all data was selected, a box displays with the data that is not being accepted. The user may click Continue if this is correct or Cancel to return to the Address Detail page.
The Select Address page displays. This page normalizes the address, meaning the address has been put into a standardized format.
Click the radio button for the appropriate address. Click the Select button. The Effective Dating Confirmation List page displays. If the information is correct, click the Save button.
If the information is incorrect click the Cancel button. The Contact Summary page displays.
Select Case Summary from Local Navigation. The Case Summary page displays. KEES creates a Presumptive Eligibility program block and/or a MAGI Medical program block, depending on the type(s) of coverage requested through the PE Portal.
The Registration process is now complete.
