Failure to Provide

If a consumer fails to provide requested information listed in the Failure to Provide Types below, the user should create the Non-Compliance record on the Non-Compliance List page before running EDBC.  Please see Non-Financial Data Collection Non-Compliance for more information on completing this page.

If the information the consumer failed to provide does not display as one of the non-compliance Failure to Provide Types, the program should be discontinued using the Negative Action Reason of Requested Information Not Received.  See Deny or Discontinue Using Negative Action for detailed steps.

Failure to Provide Types include:

See the Non-Compliance Table for guidance on when to use the above Types.

When applying the Failure to Provide non-compliance, select the consumer for which the information was requested and not provided.  When using a Reason of Relationship verification to the adult, always apply the non-compliance to the child.

Enter the Begin Date as the first day of the application month or the first day of the first month the non-compliance is applied, taking Timely and Adequate Notice into consideration.  An End Date does not populate and nothing should be entered in the Override End Date until the consumer provides the requested information.  See Editing or End Dating a Non-Compliance Record for guidance on detailed steps.

NOTE:  If a Non-Compliance record was created to deny an application for Failure to Provide and the consumer provides the information within the application period, the Non-Compliance record should be Removed and a journal entry added.  This guidance also applies when a consumer is Discontinued for Failure to Provide and provides the information within 30 days of the discontinuance date.
