If a consumer fails to meet work requirements without good cause, the user must create the Non-Compliance record on the Non-Compliance List page before running EDBC. Please see Non-Financial Data Collection Non-Compliance for more information on completing this page.
Use the Not Meeting Work Requirements non-compliance Type with the applicable tiered Reason.
Enter the Begin Date as the first day of the first month that the non-compliance is applied, taking Timely and Adequate Notice into consideration. An End Date populates based on the selected tiered reason.
Consumers with this violation display as FRE on the Food Assistance EDBC Summary page and Case Summary page. Because this violation makes the consumer an excluded individual, a pro rata share of any gross non-exempt earned/unearned income and expenses are counted. Resources are counted in full.
The Not Meeting Work Requirements non-compliance is considered a stacked violation for food assistance. This means if a consumer already has a Potential Employment violation, the new Not Meeting Work Requirements violation is considered the consumers 2nd or subsequent violation and should be entered into KEES with the appropriate tiered reason.
