Troubleshooting Non-Compliance

  1. Troubleshooting Child Support (CSS) Penalty:

    If a consumer is determined to be in non-cooperation status with Child Support (CSS) and the KEES CSS Automation is unable to create the non-compliance record, a CSS Non-Cooperation Alert was not handled correctly task is generated by KEES for the Purple Queue.

    When automation fails, the user must create the Non-Compliance record on the Non-Compliance List page before running EDBC. The Non-Compliance record should only be added for the person(s) in non-cooperation with child support. Non-Compliance records should not be added for children, but for the parent/caretaker not cooperating.     FA Applicant/Recipient Child Support (CSS) Non-Cooperation

    Use the Child Support non-compliance Type with the Food Assistance Reason, when notified of a FA applicant or recipient's non-cooperation with child support. Enter the Begin Date as the first day of the application month or the first day of the first month the penalty is applied, taking Timely and Adequate Notice into consideration. An End Date does not populate and nothing should be entered in the Override End Date or Compliance Date until the consumer cooperates.  

    For FA Applicants:  If the consumer complies with child support within the application period, the Child Support: Food Assistance non-compliance should be removed on the Eligibility Non-Compliance List page. See Editing or End Dating a Non-Compliance Record for guidance on entering cooperation information when the consumer cooperates outside of the application period.

    Do NOT create a Child Support non-compliance for TANF and/or CC, if the consumer is not participating on a TANF and/or CC program.

    TANF/CC Applicant Child Support (CSS) Non-Cooperation

    Use the CSS Non-Cooperation non-compliance Type when a TANF or CC Applicant has a CSS Penalty at the time of application. Enter the Begin Date as the first day of the application month.  An End Date does not populate and nothing should be entered in the Override End Date or Compliance Date until the consumer cooperates. 

    If the consumer complies with child support within the application period, the CSS Non-Cooperation non-compliance should be removed on the Eligibility Non-Compliance List page.  See Editing or End Dating a Non-Compliance Record for guidance on entering cooperation information when the consumer cooperates outside of the application period.

    TANF/CC Recipient Child Support (CSS) Non-Cooperation

    Use the Child Support non-compliance Type with applicable tiered Reason, when notified of a TANF and/or CC recipient's non-cooperation with child support. Enter the Begin Date as the first day of the first month the penalty is applied, taking Timely and Adequate Notice into consideration.  An End Date populates based on the selected tiered Reason.  Both TANF and CC should always be selected as the Program Type(s), regardless of the program the consumer is Active at the time of non-cooperation.  Do NOT create a Child Support non-compliance for Food Assistance, if the consumer is not participating on a FA program.

  2. Troubleshooting when a Child Support (CSS) Penalty is Cured

    If a consumer has been determined to be in cooperation status with CSS and the KEES CSS Automation is unable to update the non-compliance record, a CSS Cooperation Alert was not handled correctly task is generated by KEES for the Purple Queue.

    Enter the Compliance Date and Override End Date, if necessary, on any applicable Child Support or CSS Non-Cooperation Types regardless of whether or not the program is Active or Pending. See Editing or End Dating a Non-Compliance Record for guidance on entering cooperation information.
