Services Manual (KEESM) Revision No. 108 effective

OVERVIEW OF CHANGES
A
brief overview of the major changes is described below.
Other clarifications and technical corrections are
also included and described in the next section. Additional
technical corrections not mentioned here are being
incorporated in KEESM as needed.
Food Assistance –The
revision incorporates clarification on processing
of Interim Reports and 12 Month Reports. Clarification
was received from FNS that if an Interim Report or
12 Month Report is received and signed, no matter
if questions are left blank it must be processed.
There
are two procedures that will be followed to process
an Interim Report or 12 Month Report, which are Incomplete
process or Complete process.
Incomplete process
means that mandatory
questions were not answered or answered but need further
verification, and worker was unsuccessful obtaining
that information through collateral contact.
If a worker determines that an Interim Report or 12
Month Report is Incomplete an F847 will be used to
request information and Reporting Page will be updated
to “Sent”. Since
mandatory questions must be verified prior to processing
this will alert KEES to discontinue Food Assistance
if information is not received at the end of the month.
Complete process
means that all mandatory
questions were answered, and all verification obtained,
but further clarification is needed for any non-mandatory
questions that were answered or not answered.
If
a worker determines that all mandatory questions are
answered and verification provided but further verification
is needed for non-mandatory questions then verifications
page will be updated, and Request for Verification
will be generated.
Information
has been added to KEESM on mandatory questions vs.
non-mandatory questions for both Interim Reports and
12 Month Reports.
Only
adequate notice is required when processing Interim
Reports or 12 Month Reports, which includes information
found during processing (BARI, BASI, TALX, etc). Desk
aids were developed to assist with processing of Interim
Reports and 12 Month Reports and Incomplete vs. Complete
process.
