Adoption Assistance Medical to HCBS

Children whose adoptions have been finalized may need Home and Community Based Services (HCBS). Children can receive these services without re-entering custody and placement in foster care.

Children, whose adoption has been finalized, may need Home and Community Based Services (HCBS). Children can receive these services without re-entering custody and placement in foster care.

  1. Access the case through Person Search or enter the Case Number in the quick search field from Task Navigation and click Go.  The Case Summary page displays.

  2. Click the View Details button in the Medical Programs block. The Medical Detail page displays.

  3. Click the Edit button to make the page editable.

  4. Click the Edit button in the Program Persons section. The Medical Person Detail page re-displays.

  5. Click the Add button in the Requested Medical Type section. The Requested Medical Type Detail page displays.

  6. Select LTC from the Requested Medical Type drop-down menu.

  7. Enter the Begin Month using the <mm/yyyy> format or the calendar icon.

  8. Click the Save and Return button. The Medical Person Detail page displays.

  9. Click the Save and Return button. The Medical Program Detail page displays.

  10. Click the Save and Return button. The Case Summary page displays.

  11. Select Customer Information from Local Navigation. The Contact Summary page displays.

  12. Select LTC Data from Task Navigation. The LTC Data List page displays.

  13. Click the Add button. The LTC Data Detail page displays.

  14. Select the child’s name from the Name drop-down menu.

  15. Select HCBS from the LTC Type drop-down menu. Additional fields display.

  16. Enter the date the information is being entered for the Recorded Date using the <mm/dd/yyyy> format or the calendar icon.

  17. Click the Select button under Agency in the HCBS Information section. The Select Provider Resource page displays.  

  18. Enter the MCO provider Name and click the Search button. The Select Provider Resource results page redisplays with search results.

NOTE: If the Agency is not found on the first search, try entering a portion of the Agency name. If the Agency is still not found or needs to be updated, see KDHE Licensed and Child Care Centers.

A misspelled name incorrectly limit results.

  1. Click the radio button for the desired MCO provider.

  2. Click the Select button. The LTC Data Detail page displays with Agency information populated.

  3. Complete the required fields using 3160 Notification of Medical/HCBS Services Referral/Initial Eligibility/Assessment/Services Information.

  1. Click the Save and Return button. The LTC Data List displays.

  2. Select Run EDBC from Task Navigation. The Run EDBC page displays.

  3. Select the month HCBS begins from the Benefit Month drop-down menu.

  4. Click the Select button.

  5. Click the check box for the Medical program. If the Benefit Month precedes the come-up month,

  1. Click the Run EDBC button. The EDBC List page displays.

  2. Click the Medical hyperlink with Status of ‘Not Accepted’. The Medical EDBC Summary page displays.  

  3. Review the information:

  1. Click the Adoption Subsidy Medical hyperlink located in the Medical Summary block. The Requested Medicaid EDBC – Adoption Subsidy Medical page displays. Review the LTC Details block to verify the Start Date and End Date are correct.

  1. Click the Accept button if the EDBC results are correct. The EDBC List page displays with a Status of ‘Accepted-Not Saved’.

  2. Run EDBC for the month of LTC change through the come-up month.

  3. Click the Save and Continue button. The Distributed Documents page displays with the NOAs (Notices of Action) generated.

  4. Select the check box for the NOA. Click the Delete button. The NOA is removed from the Distributed Documents page.

  5. Send the appropriate form to the HCBS provider.

NOTE:  HCBS forms for PPS staff are not in KEES. Once the form is produced off system, it should be imaged to the appropriate case in KEES. See Imaging for more information.

  1. Select Journal from Utility Navigation. Record a Journal entry of the actions taken on the case. See Journal for more information about journaling functionality.
