Foster Care to Detention

A foster child placed in detention retains eligibility for Medicaid; however, the detention facility is not an eligible Medicaid facility.  The steps below describe the actions needed in KEES to discontinue the Foster Care Medical.  Foster Care Medical is discontinued for youth who are expected to be or have been in detention for 30 days or more.

To Discontinue the Foster Care Medical for the Period of Time the Child is in Detention

  1. Access the case through Person Search or enter the Case Number in the quick search field from Task Navigation and click Go.  The Case Summary page displays.

  2. Select Eligibility from Global Navigation and Customer Information from Local Navigation.  The Contact Summary page displays.

NOTE:  The consumer may be placed in a detention facility and remain in the custody of DCF.

  1. Click the + next to Foster Care from Task Navigation to expand the Foster Care data collection pages.

  1. Select Child Placement from Task Navigation. The Child Placement List page displays.

  1. Click the Add button. The Child Placement Detail page displays.

  2. Click the Search button associated with the Placement Resource. The Resource Search page displays.

  3. Enter as much information about the facility as possible. Click the Search button. The Resource Search page redisplays with a list of resources.

  4. Click the radio button next to the appropriate resource and click the Accept button. The Child Placement Detail page displays with the resource populated.

  5. Select Child Welfare Agency from the Payee drop-down menu. The Search button dynamically displays.

  6. Click the Search button. The Resource Search page displays.

  7. Enter as much information as possible for the Case Management Agency. Click the Search button. The Resource Search page displays with a list of resource.

  8. Click the radio button for the appropriate resource and click the Accept button. The Child Placement Detail page displays with the Case Management Agency populated in the Payee field.

  9. Enter the date of admission in the Begin Date field using the <mm/dd/yyyy> format or calendar icon.

  10. Click the Save and Continue button. The Effective Dating Confirmation List page displays with the Begin Date of the new placement and the Begin Date and End Date of the previous placement.

  11. Click the Save button. The Child Placement List page displays with a record showing the child placement as the facility.  

  12. Select Run EDBC from Task Navigation.  The Run EDBC page displays.

  13. Select the month the child entered detention from the Benefit Month drop-down menu.

  14. Click the Select button.

  15. Select the check box for Foster Care. Click the Run EDBC button. The EDBC List page displays with a Run Status of Not Accepted.

  16. Click the Foster Care hyperlink. The Foster Care EDBC page displays.

  17. Verify the Aid Code, Begin Date and Placement are correct.

  1. Click the Save and Continue button. The Case Summary page displays.

  1. Click the View Details button in the Medical Programs block. The Medical Detail page displays.

  2. Click the Edit button.  The Medical Detail page displays with edit capabilities.

  3. Click the Edit button on the line for the existing Placement Provider in the Administrative Roles section.  The Administrative Role Detail page displays.

  4. Enter the date prior to the day the child entered detention in the End Date field using <mm/dd/yyyy> format or calendar icon.

  5. Click the Save and Return button.  The Medical Detail page displays.

  6. Click the Add button.  The Administrative Role Detail page displays.

  7. Select Placement Provider from the Administrative Role Detail drop-down menu.  The Resource label displays.

  8. Click the Select button under Resource.  The Select Resource page displays.

NOTE:  When the Administrative Role is Placement Provider, the search will automatically be limited to the Foster Care Category.

NOTE:  Enter Name and any other known search criteria to minimize list of results.  The name spelling may incorrectly limit results.

  1. Enter the detention facility name in the Name field.

  1. Click the Search button.  The Select Resource page displays with results.

  2. Click the radio button by the correct resource.

  3. Click the Select button.  The Administrative Role Detail page displays.

  4. Enter the date child was placed in detention in the Begin Date field using the <mm/dd/yyyy> format or calendar icon.

  5. Click the Save and Return button.  The Medical Detail page displays.

  6. Click the Save and Return button.  The Case Summary page displays.  

NOTE: When a youth is placed in detention, it is important to discontinue the Medical coverage if the youth’s absence is 30 days or more.  Discontinue the medical using timely notice.  See the monthly KEES Dispatch for the 10 day timely notice closure dates.  

NOTE: If the worker knows the detention stay will be longer than 30 days, the Foster Care Medical case can be closed when the child is placed in detention.

  1. Select Negative Action from Task Navigation.  The Negative Action Detail page displays.

  2. Select the month medical is to be discontinued from Benefit Month drop-down menu.

  3. Select the check box for the Medical Program.

  4. Select Voluntary Withdrawal from the Negative Action Reason drop-down menu.

  5. Click the Run EDBC button.  The EDBC List page displays.

  6. Click the Medical hyperlink with a Run Status of Not Accepted.  The Medicaid EDBC Summary page displays.

  7. Verify the Program Status and Status display as Ineligible and the Status Reason displays as Voluntary Withdrawal.

  8. Click the Accept button.  The EDBC List page displays with Run Status of Accepted – Not Saved.

  9. Click the Save and Continue button.  The Distributed Documents page displays with the Notice of Action (NOA) generated. Select the check box next to the NOA. Click the Delete button. The NOA is removed from the Distributed Documents page.

  10. Select Journal from Utility Navigation. Record all actions taken on the case.  See Journal for more information about journaling functionality.
