Denying Program(s) or Person(s) Due to Receiving Out of State Benefits

When using the Other Program Assistance page to deny consumers for receiving benefits in another state, KEES is only denying the adults in the household.  To deny the program(s) appropriately, use a Negative Action of Not Eligible - Other Reasons.  If some household members received assistance and others are potentially eligible.  Add a Household Status of Permanently Out of the Home for the month(s) the person received benefits in another state.  If eligible in the following month, Rescind the program or persons using the 1st Month Ineligible Rescind Reason and the Standard Text for Copy and Paste.

Reindex Documents Button Not Displayed

When completing the application registration process through the Non-Lobby workflow, it is necessary to Reindex the documents and task by clicking the Reindex Documents button on the Case Summary page. Follow the outlined steps if the Reindex Documents button does not display on the Case Summary page after completing registration.

Append NOA when a person’s role reason is ‘Ineligible Alien (Unable or unwilling to provide INS documentation)’

Display of EDBC Dates on the EDBC List Page

When viewing EDBC Results on the EDBC List page, the To: field should default to the EDBC come-up month. However, this field is not in sync with the EDBC come- up month changes implemented with the January release. In order to make sure the most recent EDBC displays on the EDBC List page, staff should change or remove the date in the To: field prior to clicking the View button until this is fixed.

Creating a Verification Record for SSN on the Verification List Page

If requesting SSN information, staff need to create a new record on the Verification List page instead of editing the record that maps from the Individual Demographics. Program is not saving when staff edit the mapped record. KEES needs a program on the record in order to generate and route the Verification Not Received task correctly.

Using the RE Run Reason to Set a New Review Period

KEES is not consistently setting a new review period after running EDBC with the RE run reason. Staff need to make sure a new review period is set as expected after using the RE run reason. If a new review period is not set, send a ticket to the KEES Help Desk and include what the new review period should be. Do not try to manually update the Review Due Date. The KEES Help Desk can fix these cases and the tickets will help to troubleshoot what is causing the issue.

P202: Child Care Provider Eligibility Notice

The P202 is populating incorrectly. Use the Standard Copy and Paste text below in the P101 until this issue is resolved.  See Generating a Form in the KEES User Manual for guidance on how to generate the P101.

KEES is not counting the value of vehicles correctly for Child Care. If an Exempt vehicle puts the family over the $10,000 resource limit for Child Care, staff can edit the record to make the Fair Market Value $0 until this issue is fixed.

This form does not retain the worker’s phone number when it is printed or sent to the provider. Until this is fixed, staff need to enter their contact information into the comments section of the form.

 

Food Assistance

In joint custody situations, TANF received on one case for a child is pulled into the FA budget on the other case because TANF is applied to the entire household in KEES. Add a dependent care expense to the FA case in the amount of the TANF grant.

When needing to inquire on eDRS for a person that does not have an SSN these requests need to be sent to ebtMail to verify. For all other scenarios staff should be able to inquire on eDRS via KEES.

Comparable Penalty for Food Assistance

If a penalty/disqualification is imposed on a household or members of a household for failure to perform an action required under TANF, the same penalty/disqualification is applied to the Food Assistance Program on the member of the household who failed to comply with the TANF requirements if Food Assistance is Active at the time of the penalty/disqualification. See KEESM 2550 for more information. KEES is incorrectly applying a comparable penalty for Food Assistance if the program is not Active at the time of the TANF penalty/disqualification.  Use the guidance below until this is fixed.

  2. Manually remove the TANF Non-Compliance record from the Eligibility Non-Compliance List page.

  3. Run EDBC for Food Assistance only.

  4. Add the Non-Compliance record back to the Eligibility Non-Compliance Detail page.

Emancipated Minor Earned Income Exempting Incorrectly

KEES is exempting earned income incorrectly for emancipated minors who are attending school. Until this issue is fixed, staff should not enter a student attendance record if the emancipated minor is attending school and working. This workaround is for Food Assistance only. If the emancipated minor is also receiving TANF, contact KEES Help Desk for additional guidance.

Income not counting in full when an Ineligible Alien- Unwilling or Unable to Provide Documentation has a Child Support Non-compliance on FA

When a non-compliance of CSS Noncooperation or Child Support is added for an adult coded FRE- Ineligible Alien (Unwilling or unable to provide documentation), KEES is not correctly budgeting the full income and is instead budgeting a prorated amount. Until this is fixed, when staff find this situation, the Child Support or CSS Noncooperation noncompliance for FA should be removed and an entry should be added to the Journal documenting the action taken. The corresponding non-compliances for TANF and CC should remain.

Non-Member Pregnant Woman No Other Child

If a TANF application is received for a pregnant woman and spouse/boyfriend with no other qualifying children in the household and the pregnant woman is determined to have a Role other than MEM (meaning the woman's Role is FRE or UP) the TANF program is incorrectly denied.

Minor Parent Enrolled in School, But Not Attending

TANF

If a minor parent is enrolled in school, but not currently attending school, the minor parent should be the only member of the household considered ineligible.  End Dating or adding an additional School Attendance Status record of Not Enrolled, discontinues the entire household.  To allow the remaining household members to continue to receive benefits, it is necessary to add a Work Program penalty for the minor parent.  See Work Programs Penalty for detailed steps.

Person Role and Person Status Reason Missing on the Work Programs Program Block

When Work Programs transitional services are automatically closed via batch, the Work Programs program block does not populate with a person role or status reason as expected. Staff will need to look in the Journal to understand why the program was discontinued.

W806: Work Program Payment Approval

W806: Work Program Payment Approval form was updated to auto populate with the consumer’s name and address information with the July release, however if ‘Save and Print Centrally’ is used the address is not being stored. Until this is fixed, staff should only use ‘Save and Print Locally’ when sending the W806.
