Deny or Discontinue a Program or Person

A case or person can be denied or discontinued by using the data collection pages and running EDBC. A user can also make a decision to deny or discontinue a program or person without using EDBC rules. This is known as Negative Action.

NOTE: All Active LIEAP programs are discontinued via the LIEAP Auto Discontinuance batch after the LIEAP season ends (at the end of the regular season or after supplemental issuance if one was issued) . A user should only take action to discontinue a LIEAP program to prevent a supplemental benefit from being issued. For example, the only household member is deceased or the consumer no longer resides in Kansas.

Closures are displayed on the EDBC Summary page. If a program is closed for a Negative Action reason, the EDBC displays the reason. For all other closure reasons KEES utilizes the applicable reason from decision points within the rules and displays the reason.

NOTE: An individual is denied when the user runs EDBC if he or she is already receiving benefits on another KEES case or program. KEES denies the person with duplicate participation with a reason of “On Another Case”.
