The Noncustodial Parent Detail page is used to send referrals to Child Support Services (CSS). A CSS referral is sent when an approved FA, TANF or Child Care Program EDBC is saved. KEES requires a referral to CSS for each program member under 18 years of age with the exception of the person deemed an emancipated minor. KEES requires the program to have two parents in the home, one parent in the home and one CSS referral for the absent parent, or two CSS referral’s for the absent parents. This applies to referrals for deceased parents as well. If this criteria is not met when running EDBC KEES will prevent the user from Running, Saving and Accepting EDBC. There are four known scenarios when the program does not meet the criteria listed above but is eligible to receive benefits. The Noncustodial Parent records are not effective dated. The information saved is sent to CSS when the page is saved for Active programs or when an Approved EDBC is saved for Pending programs.
